Ministry of Commerce(MOC) Trade DevelopmentSupport Program (TDSP), IDA GrantTF093573 REQUEST FOR EXPRESSIONS OF INTEREST Consulting Services for the Assistance tothe Royal School of Administration (RSA) in Trade Curriculum Design Reference No: TDSP-CKP-10-QBS-S-001 1. This Request for Expression of Interest follows the General Procurement Notice for this project that appeared inUnited Nations Development Business, issue743 dated 31 January 2009. 2. The RoyalGovernment of Cambodia has received a grant financed by the Multi-Donor Trust Fund for Trade Related Assistance in Cambodia (MDTFTRAC) specific for trade development, Trade Development Trust Fund (TDTF) for the TradeDevelopment Support Program (TDSP), (IDA Grant TF093573), managed by the International Development Association (IDA) and it intends toapply part of the proceeds of this grant to payments under the Contractfor Consulting Services for the Assistance to the Royal School of Administration(RSA) in Trade Curriculum Design for a training course on international trade and competitiveness. 3. The Royal Government of Cambodiarepresented by the Ministry of Economy and Finance has appointed Charles Kendall and Partners (CKP)as International ProcurementAgent (IPA) for selected World Bank assisted projects in Cambodia (SWBAPC). The CKP-IPA acting for and on behalf of the Trade Development Support Program (TDSP) Executing Agency - the Ministry of Commerce (MOC), Department of International Cooperation (D/ICO) will procure these ConsultingServices sought from a qualified consulting firm, university or training institution specializing intrade related issues (hereafterreferred to as the Consultant). 4. TheConsulting Services are designed to address the following problems: (a) the lack of availabletraining materials in the trade area in Cambodia, and the needto develop a sustainable supply of specialized trade training forgovernment officials in central and provincial administrations; (b) to strengthen the capacity of civil service traininginstitutions, especially the Royal School of Administration (operating with an inter-ministerial mandate), which caters to thetraining needs of government officials. It is envisaged that the task of designing a curriculum for a training course oninternational trade can be divided into the following output delivery phases: (i) Production of a Concept Note on trade curriculumdevelopment and teaching including target population,credits; (ii) Production of a curriculum outlinesketch with individual module objectives and outputs; (iii) Development of a course catalogue; (iv) Capacity development for RSA staff and MoC officials; and (v) Developmentof course delivery options for Year 1. The Consultant will alsoprovide the Inception Report, Monthly Reports and the Final Report in English. The key team members are envisaged to be as follows:Team Leader / National Consultant on Trade Curriculum Development; International Consultant on Trade Curriculum Development andNational Consultant on Trade Curriculum Development. Additional specialist consultants may be required to improvegraphic design, develop computer-based applications if and when needed, and to provide pedagogic guidance to course developmentteam. The expected duration of the assignment is 8 months from the date of commencement. 5. The CKP now invites eligible Consultants tosubmit an Expression of Interest in providing these services. 6. Interested Consultants with national andinternational experience must provide information indicating that they possess the relevant qualifications to perform the services,as follows: · be a recognized, well established consulting firm, university or traininginstitution/NGO; · proven recordin developing training materials or educational materials in Khmer language; · experience of Cambodian trade and development policy; international experience intrade and development will be an advantage; · have completed at least 3 similar assignments; · intimate and hands-on experience indevelopment of Trade Curriculums and delivery of TradeTraining Courses. (Documentary evidence should include company/organization profiles, core businessdescription, description of similar assignments and experience in similar conditions, qualifications relevant to this field and soforth). Consultants may associate to enhance their qualifications. 7. The Consultant will be selected underQuality-Based Selection (QBS) method as described in the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers, published in May 2004 and revised in October 2006, which can be found at www.worldbank.org 8.
