Background

The European Commission (EC) has a long-standing relationship and cooperation with non-governmental and other civil society organisations, as well as with local and decentralised authorities in the field of development. It is part of the European Union's (EU) commitment to fighting poverty and promoting the rule of law and adherence to fundamental freedoms set out in Article 177 (former Article 130u) of the European Community Treaty.

The new thematic programme “Non-State Actors and Local Authorities in Development” created in 2007 and for which Egypt is eligible in 2010, aims at reaching the following objectives:

* Objective 1: Support to development actions, to be implemented by Non-State-Actors (NSA) or Local Authorities (LA), in close cooperation with the local communities and the most vulnerable population groups, aiming at promoting an inclusive and empowered society in partner countries.

* Objective 2 : Support to actions in the EU and acceding countries aiming at raising public awareness of development issues and promoting education for development, to mobilise greater support for actions against poverty and fairer relations between developed and developing countries.

* Objective 3 : Support to actions aiming at achieving more efficient cooperation, foster synergies and facilitate a structured dialogue in the area of development between civil society networks and local authorities associations from the EU and acceding countries, within their organisations and with Community institutions.

Objectives and priority issues of this call

The Delegation of the European Union to Egypt launches this local call for proposals, which deals exclusively with Objective 1, targeting solely NSA. The global objective of the call is to advance the development of poverty alleviation and local development strategies and actions at the local level, in particular in deprived areas of Egypt.

Specific objectives of this call:

* To support initiatives aimed at addressing the problems of vulnerable children, particularly street children, in a comprehensive way, ultimately contributing to the achievement of MDG 1 "Eradicate Extreme Poverty and Hunger". Potential areas of particular interest for the Commission are long term initiatives providing permanent and comprehensive sheltering services for children;

* To contribute to the improvement of urban space management in deprived neighbourhoods of Egyptian towns and cities, ultimately contributing to the achievement of MDG 7 "Ensure environmental sustainability", target 4 "Achieve a significant improvement in the lives of at least 100 million slum dwellers" ;

* To support initiatives aimed at protecting the environment in Egypt. Activities of particular interest to the Commission are:

a) improving the water and sanitation environment in poor communities, ultimately contributing to the achievement of MDG 7, target 3 "Halve, by 2015, the proportion of the population without sustainable access to safe drinking water and basic sanitation";

b) protecting and emphasising Egypt's environmental assets and resources (oasis, coastlines etc), ultimately contributing to the achievement of MDG 7, targets 1 "Integrate the principles of sustainable development into country policies and programmes and reverse the loss of environmental resources", and 2 "Reduce biodiversity loss, achieving, by 2010, a significant reduction in the rate of loss".
