II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope
Provision of TRICS management services for Dorset County Council, East
Sussex County Council, Hampshire County Council, Kent County Council,
Surrey County Council, and West Sussex County Council (Collectively known
as the TRICS Consortium).
TRICS is a web-based database that contains over 5 600 days of traffic
survey information used to predict the number of additional trips
generated by new development and is used in the planning process for
transport planning and development control purposes.
The key aim of the TRICS Consortium is to provide and maintain a self
financing and high quality national trip rate database to serve and keep
pace with the needs of the UK planning community.
TRICS currently:
— Has approximately 300 members in the UK,
— Has an annual income of around 1 000 000 GBP,
— Has an anticipated contract value of 220 000 GBP per annum.
As a minimum we require the contractor to provide:
— Database management / asset management,
— Data collection, validation and auditing,
— Accountancy and finance and business planning,
— Reporting,
— Marketing, sales and design,
— Host meetings,
— Event management,
— Training,
— Research,
— Bureau service,
— Project management,
— Client relationship management,
— Operational service management,
— Service delivery process management,
— Control process management,
— Release processes management,
— Resolution processes management,
— Relationship management,
— Technical quality and assurance.
The TRICS Consortium is currently assessing the potential for expansion
and the contract shall include provision to enable the service provided to
be expanded to include international company administration and product
development.
The minimum contract value reflects the cost of the current service over 5
years. The maximum contract value includes the 2 year optional extension
(subject to performance of the appointed service provider) and all future
scope as outlined above. Please note this is not a guaranteed figure.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION
Service providers will be expected to deliver services that are equitable
and sustainable and demonstrate a best value approach as defined by the
Government.
Public liability insurance and employers liability insurance of a minimum
of 10 000 000 GBP will be required and Professional Indemnity insurance to
a value of 3 000 000 GBP.
West Sussex County Council is a Public Authority within the meaning of the
Freedom of Information Act 2000 and all correspondence received will be
dealt with in accordance with the Act.
The Contract is for a minumum of 5 years with the option to extend for
periods of up to 2 years with a maximum of 7 years subject to performance.
The Contracting Authority intends to use an eTendering system in this
procurement exercise and reserves the right to use a reverse auction.
