ThisInvitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.691, date November 30, 2006. 2. The Republic of Albania hasreceived a credit from the InternationalDevelopment Association toward the cost of Health System Modernization Project, and itintends to apply part of the proceeds of this creditto payments under the Contract for Procurement of Medical Equipment forHospitals; G-ICB-05/2010/ALB 3.The Financial Planning Department on behalf of theMinistry of Health of the Republic of Albania now invites sealed bids from eligible and qualified bidders forProcurement of Medical Equipment for Hospitals: Lot 1: General EndoscopySurgery, Gynecology Endoscopy Surgery, Gastro-Intestinal Endoscopy, Ventilators, Anesthesia Machine. Lot 2: Defibrillators,Patient monitors, ECG, Ultrasound diagnostic unit with color Doppler mobile,Central Monitor for 12 patients. 4. Biddingwill be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits, current edition, May 2004 and is open to all bidders from Eligible SourceCountries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information from the Financial Planning Department and inspect the Bidding Documents at the address given below from 9.00 to 16.30 hours, Tirana Time, from Monday through Friday. 6. Qualifications requirements include: (i). Audited financial statements (including Balance Sheets)for the last three complete financial years. (ii) Minimum average annual turnover of US$ 6 million or an equivalent amount in anotherconvertible international currency calculated as the annual average of total certified payment receivedfor contracts in the lastthree years, when submitting a bid for bothlots; when submitting only for lot 1, minimum average annual turnover required is US$ 4 million or anequivalent amount in another convertible international currency.; when submitting only for lot 2 Minimumaverage annual turnover required is US$ 2 million or an equivalent amount in another convertible international currency. (iii) The bidder should be a manufacturerwho must have manufactured, tested and supplied the equipment(s) similar to the type specified in the Schedule of Requirements for not less than 4 units of each equipment in any one of the last 5 years and which should have been in successful operation for atleast 1 year as on date of bid opening. (iv) Bids of bidders quoting as authorized representative of a manufacturer, meeting with the above requirements in full, can alsobe considered,provided: 1. the bidder, as authorized representative, has supplied, installed and satisfactorily commissioned and provided aftersales service for not less than 4 unitsof each equipment in any one of the last 5 years which must be insatisfactory operation for at least one year on the date of bid opening. (v) The bidder should have a minimum of ten years experience supplying similar goods and equipment. Manufacturers of the goods offered should have a minimum of ten years experience in theproduction of similar goods and equipment. (vi) two years warranty periodstarting from date of issuance of acceptance certificate 7. A complete set of Bidding Documents in Englishmay be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a nonrefundable fee of US$ 50. The method of payment will be directdeposit into Tirana Bank, Branch No 3, Account No: 0100-820000-009, SWIFT CODE: TIRBALTR, Address: Rruga "Gogo Nushi", Tek Brryli,Tirana, Albania. The Bidding Documents will be sent by airmail andsurface/or courier mail. An additional cost for the delivery through DHL or courier willbe charged to the bidders. The bidding documents may be collected by an authorizedrepresentative of the bidder from the office stated below upon presentation to the Procurement Unit of Bidder's Authorization anddocuments confirming payment of the non refundable fee to the above account. Documents will be available from August 15, 2010. 8. Bidsmust be delivered to the address below at or before 11:30a.m. Tirana Time on October 27, 2010. Electronic bidding will not be permitted. Late bids will berejected. Bids will be opened in the presence of the bidders' representatives who chooseto attend in person at the address below at 11.30a.m. Tirana Time on October 27, 2010. All bids must be accompanied by a Bid Security of 40,000 USD for Lot no1 and aBid Security of 20,000 USD for Lot no 2 or an equivalent amount in a freely convertible currency. 9.
