1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 771 of March 31, 2010.

2. The Government of India has received a credit from the International Development Association (IDA) toward the cost of Rajasthan Water State Restructuring Project – Additional Financing and it intends to apply part of the proceeds of this credit to payments under the contract for the Procurement of Supply, Installation & Commissioning of Supervisory Control And Data Acquisition System for Bhakra and Gang Canal System, Rajasthan.

3. The Chief Engineer, Quality Control & EAP, Water Resources, Jaipur on behalf of Government of Rajasthan now invites sealed bids from eligible and qualified bidders for purchase of the following goods:

Description : Procurement of Supply, Installation & Commissioning of Supervisory Control And Data Acquisition System for Bhakra and Gang Canal System, Rajasthan

Amount of Bid Security : INR 5.3 Million or US$ 113,016

Draft to be prepared in favour of :
Executive Engineer, Water Resources Division, Jaipur

The bidding document shall be made available for sale from 16-08-2010 to 18-10-2010 on all working days from 11:00 Hrs to 16:00 Hrs IST.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits(dated May 2004 and Revised October 2006), and are open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the office of Chief Engineer, Quality Control & EAP, Water Resources, Sinchai Bhawan, J.L.N. Marg, Jaipur, Rajasthan, India and inspect the bidding document at the address given below from 1200 hours IST to 1500 hours IST on any working day from 16-08-2010 to 18-10-2010.

6. A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of Indian Rupees Three Thousand (Rs. 3,000.00) or US$ 70 or an equivalent amount in a freely convertible currency by demand draft / Banker’s cheque as mentioned in above Table payable at Jaipur, Rajasthan, India. The bid documents may be sent by Speed Post if requested so on receipt of the cost of the bid document plus Rs. 1000.00 for National or Rs. 5000.00 for International destination. The Purchaser shall not be responsible for any postal delays. The Bid Document can also be downloaded from our website http://www.waterresources.rajasthan.gov.in and www.dipronline.org and the cost of the Bid document shall be deposited at the time of submission of Bid.

7. Qualification Requirements are given in Section III of bidding document. The purchaser will grant a margin of preference to the goods manufactured in the Purchaser's country for the purpose of bid comparison. For details refer to the bidding documents.

8. A pre-bid meeting with potential bidders will be held on 20-09-2010 at 10:30 Hrs IST in Conference Hall, Sinchai Bhawan, J.L.N. Marg, Opposite MNIT, Malviya Nagar, Jaipur – 302017, Rajasthan, INDIA.

9. Bids must be delivered to the address below at or before 15:00 Hrs. IST on 19.10.2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 15.30 Hrs. IST on 19.10.2010. All bids must be accompanied by a Bid Security as specified in the above table or an equivalent amount in a freely convertible currency offered in the form provided in the bidding document, valid for 28 days beyond the validity period of the bid.
