Consultancy Services

 

The Ministry of Family and Population has received a grant fromthe Japanese Social Development Fund administered by the World Bank to help with its institutional development in order to equip itself with relevant institutionaland human resource competencies to deliver its mandate effectively. 

 

The services will include:

 

  1. Phase I:  Conducting MOFP's Institutional Assessment: This will include several steps: (i) determining MOFP's short term (3-5 yrs) and long term (8-10 years)goals, and specific targets and benchmarks to be achieved within the overall MOFP's mandate; (ii) using these benchmarks to assessorganizational structure, core technical, policy and managerial functions, and cross-functional capacities; and (iii) determiningthe institutional and human resource gaps in achievingthe mandate and specific targets.  The MOFP's institutional assessment will subsume the findings of theongoing assessment of the Ministry's sub-agencies whileverifying thevalidity and objectivity of these assessments. The findings of the Phase I will serve as a basis to develop a detailedstrategic institutional development and human resource plan;
  2. Phase II: Developing MOFP's Strategic,Institutional Development and Human Resource Plan: the Organizational and Strategic Plan will focus on organizational structure, functions,planning and human resource management and performance evaluation processes, quality assurance mechanism and program monitoring andevaluation. The Human Resource Plan will focus on skill needs, skill gaps, new job descriptions and capacity building planfor existing personnel to enhance their competencies to deliver their assigned duties following the quality assurance benchmarks.This should result in the development of a more adapted organizational structure and comprehensive master plan for institutionaland human resource development.

 

Participation in Phase III will be conditional upon satisfactoryperformance during Phases I and II.  Decision will be made after completion of these twophases.

 

  1. Phase III: Implementing MOFP'sInstitutional Development and Human Resources Plan: This will include establishing and executing the Institutional Development and Human Resources Planthat was developed and endorsed in Phase II. 

 

Against the above requirements of the assignment, MOFP invites eligible consultancyfirms to indicate their interest in providing the above services.  Interested firms mustprovide information indicating that they are qualified to perform the services (description of similar assignments, experience insimilar conditions, availability of appropriate skills, etc.).

 

The selection of the firm will be based on qualifications and experience in accordance with the World Bank policies andprocedures and the contract will be performance and output based as defined in the Terms of Reference for theassignment.

 

The duration of the contract will be one year.
