The AETC Contracting Squadron at Randolph AFB has a Sole-Source requirement to purchase items as described in the attached SF 1449. This is a streamlined combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice.

This notice constitutes the only notice. A written solicitation is attached. This requirement is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect the Federal Acquisition Circular 2005-43.

The NAICS Code is 611512; size standard $25.5M.

IAW 10 U.S.C. 2304c(1), as implemented by FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made in accordance the attached solicitation.

DESCRIPTION OF SERVICES

The proposed commercial contract requires FlightSafety International, Inc. (FSI) to provide Foreign Military Sales (FMS) customers with C-26 Flight Training. Requirement of the courses shall include the broad objective of Initial and/or Recurrent pilot training that provides the student with basic operator skills and knowledge for pilot qualification in the C-26 aircraft system. Training includes physical and mental skills and knowledge objectives for basic flight maneuvers, emergency procedures, flight planning, day, night, instrument flight profiles. This will be a Firm Fixed Price (FFP) contract.


JUSTIFICATION

This training will be on the operation of a specialized simulator already developed and proprietarily controlled by FSI. FSI conducts C-26 pilot training in a FAA approved SA227 Level C simulator which is configured to the military C-26 cockpit. FSI owns and operates the only C-26 cockpit configured motion/visual simulator available today. FSI is the only known company that has this equipment and is able to provide training on this aircraft.


Interested parties capable of providing this requirement (see attached SF 1449, Solicitation) must submit a written quote to include discount terms, tax identification number, cage code, and DUNS. To be eligible to receive an award resulting from this combined synopsis/solicitation, contractors must be registered in the DoD Central Contractor Registration (CCR) database, no exceptions.
