Request for Expressions of Interest
International Financial Management Advisor (Individual Consultant)

The Ministry of Education, Youth and Sport has received a Credit in the amount of US$8.0 million equivalent and a Grant in the amount of US$20.0 million equivalent from the World Bank toward the cost of the Cambodia Education Sector Support Project. Royal Government Counterpart Funds contribute a further US$2 million. Part of the proceeds will be used for procurement of goods, works, related services and consulting services.
Within the Support to Higher Education component the project is seeking a qualified and experienced consultant for the post of International Financial Management Advisor to the MoEYS Department of Higher Education to support the new Higher Education Quality and Capacity Improvement Project ( HEQCIP). The HEQCIP project is planned to run from 2010 – 2015. The consultancy is initially for twelve months. It may be extended depending on the satisfactory performance of the consultant.

Tasks include working with the Financial Management ( FM) team of the Department of Higher Education along with the Project Coordination Committee (PCC) towards (a) building institutional capacity for enhanced FM within the Department of Higher Education to manage government programme and non programme budgets, and (b) ensuring effective FM for all components of the HEQCIP project. The total budget for the project is approximately US$ 20million. Full details are in the terms of reference which can be obtained from the contact shown below.

Qualifications and Experience
The successful candidate will be able to demonstrate the following qualifications and experience
1. Masters Degree in Accounting or Financial Management with the ability to work individually and provide training.
2. A total of 10 years international work experience in financial management with the ability to work individually and provide training, including a minimum of 5 years in public sector funding (World Bank or Asian Development Bank) with proven ability to meet donor financial management requirements.
3. Sound financial management and accounting knowledge in public sector and semi-public sector operations including knowledge of Ministry of Economy and Finance accounting polices and procedures.
4. Experience in designing, implementing and operating computerized FM systems and annual accounting and reporting systems, including proven ability to utilize Peachtree accounting software.
5. Knowledge and understanding of international accounting standards, cash basis accounting and demonstrated ability to apply those standards to financial operations and activities.
6. Experience and demonstrated ability in program financial monitoring and evaluation including preparing financial reports and annual financial statements on cash accounting.
7. Ability to analyze financial performance and to provide meaningful financial reports.
8. Proven ability to supervise staff, organize works schedules and meet deadlines.
9. Willingness to travel and work in the Provinces as required
10. Fluency in Khmer language an advantage
