INVITATION FORPREQUALIFICATION MOROCCO OUARZAZATE CONCENTRATED SOLAR POWERPLANT MNSSD GENERAL PROCUREMENT NOTICE LoanNo./Credit No./TF No./Grant No. Project ID No. 122028 Invitation forprequalification The Moroccan Agency for Solar Energy (MASEN) intends to apply for financing from the World Bank and CleanTechnology Fund toward the cost of the OuarzazateConcentrated Solar Power Plant Program (the "Ouarzazate Program"), and it intends to apply part of the proceeds toward paymentsunder the contract for "design,financing, construction, operation and maintenance" of one or more solar thermal power plant(s)through one or more Independent Power Producer ("IPP") projects with a minimum capacity of 125MW each (each a"Project"). MASEN intends to prequalifypartners for IPP project(s), as part of the Public-Private Partnership frameworkfor implementing the Ouarzazate program, consisting of the design, financing, construction, operation and maintenance of one ormore Thermal Solar Power Plant(s) with a minimum capacity of one hundred and twenty five megawatts (125MW). It isexpected that invitations to bid will be made in November 2010. Prequalification will be conducted through the procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined inthe guidelines. MASEN invites interested companies and consortia with thefinancial and technical capacity and experience in implementing solar thermal power projects to submit their QualificationStatements in accordance with the criteria and procedures set forth in the pre-qualification document available athttps://masen.local-trust.com. The deadline to submit Qualification Statements is October 4th,2010,10:00 AM GMT. Late applications will be rejected.
