Road Asset Management Project (RAMP)

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business in March 25, 2009, Issue No.732.

2. The Royal Government of Cambodia has received finance for Road Asset Management Project (RAMP) from World Bank (IDA Credit No. 4442-KH) and intends to apply part of the proceeds of the Finance to payments under the contract for the work shown in the table below.

This invitation to bid is open to all eligible bidders, including construction firms who have not previously bid for World Bank-financed projects in Cambodia but are interested in participating and meeting the simplified qualification requirement, they are encouraged to bid.
3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Charles Kendall & Partners (CKP) as Procurement Agents for selected World Bank funded projects in Cambodia. The CKP acting for and on behalf of the Ministry of Public Works and Transport (MPWT), now invites sealed bids from eligible and qualified bidders for the above mentioned works. The construction period is three hundred and sixty five (365) days.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 revised in October 2006.
5. Interested eligible bidders may obtain further information from CKP and inspect the Bidding Documents at the address in point 11 (a) below from 3 August 2010 to 15 September 2010 from 10:00 a.m. to 4:00 p.m. (Cambodia Standard Time).
A pre-bid meeting will be held at the address shown in point 11(b) below, on 17 August 2010 at 9:00 a.m. (Cambodian Standard Time).
6. Qualifications requirement is provided in the Section II of these bidding documents. A margin of preference for eligible national contractors/joint ventures shall be applied at the rate of 71/2%.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of USD100.00. The method of payment will be either by cash or transfer to the following account:

For those who request, the bidding document will be sent by courier upon payment of an additional courier fee of USD100.00, if so requested, upon confirmation of payment.
Bidders must purchase the bidding documents directly from Charles Kendal & Partner (CKP) from the address above, otherwise the bid will not be accepted.

8. Bids must be delivered to the address below at or before 10.00 a.m. on 16 September 2010. Electronic bidding shall not be permitted. Late bids will be rejected.
9. Bids will be publicly opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 10.00 a.m. on 16 September 2010. Interested public/NGO/Civil societies may also attend the bid opening.
10. All bids shall be accompanied by Bid Securing declaration as indicated in Annex 1, Section IX: Security Form of the Bid Document.

12. The Bidders are requested to submit as part of the bid ‘the statement of Ethical Conduct and Fraud and Corruption’ and in case of misleading information or non adherence to the Fraud and Corruption provision of the bidding documents, the Bidder shall be pursued by the Government of Cambodia/ or the IDA

13. The Government of Cambodia and the IDA will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by the Government of Cambodia and the IDA, if it at anytime determines that the firm has engaged in corrupt or fraudulent, coercive or collusive practices in competing for or in executing a contract.
