Procurement Notice (Invitation for Bids)

 

1.  This invitation for bids follows the general procurement notice for thisproject that appeared in UN Development Business, issue no. 777 of June 30, 2010.

 

2.  The Government of Egypt has applied for a loan from the International Bank forReconstruction and Development (IBRD) toward the cost ofGiza North 1500 MW Combined Cycle Power Project, and it intends to applypart of the proceeds of this loan to payments under the contract for the Heat Recovery Steam Generators.

 

3.  The Egyptian Electricity Holding Company (EEHC) through its affiliate company,Cairo Electricity Production Company (CEPC) now invites sealed bids from eligible bidders for designing, fabricating, furnishing,delivery to Site, storing, installing, training, testing, start-up, commissioning, placing into successful operation andmaintaining until Operational Acceptance Certificate (OAC), preparing of detailed drawings and Technical documents, preparingas-built documents and putting into service of four Heat Recovery Steam Generators for Giza North 1500 MW Combined Cycle PowerProject.

 

4.  Bidder submitting Bids should have satisfactory past experience in furnishingand supervising the installation of Heat Recovery Steam Generators behind Combustion Turbine Generator of 150 MW or larger at three(3) different locations, one of which is outside Bidder's countryof origin within the last ten (10) years. Each unit must have beenincommercial operation for at least two (2) years. Different units at the same site awarded as part of one contract do not qualifyas separate locations. The reference HRSGs must have been supplied by Bidder andas a minimum Bidder must have provided supervisionof the installation activities. The Party proposed for installation (i.e. equipment manufacturer, consortium partner, orsubcontractor): has successfully installed HRSGs of similar complexity at 3 different locations, one of which is outside thatparty's country of origin, within the last 10 years.  Three units must have been incommercial operation for at least 2 years.  Different units at the same site awarded as partof one contract do not qualify as separate locations.

 

5.  Proven design past experience shall be as follows:-

 

a)  Three units similar to proposed equipment have been in successfuloperationbehind Combustion Turbine Generators of 150 MW or larger for a minimum of two years, and

 

b)  One unit similar to proposed equipment has been in successful operation behinda Combustion Turbine Generator of 250 MW or larger for aminimum of two years.

 

In addition, the reference Heat Recovery Steam Generators qualifying underexperience criteria above shall have been designed, manufactured, assembled and tested at the manufacturer own facility.

 

6.  Bidding will be conducted through the international competitive biddingprocedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits with procedural adaptation, andis open to all bidders from eligible source countries as defined in the guidelines.

 

7.  Interested eligible bidders may obtain further information from CairoElectricity Production Company and inspect the bidding documents at the address given below from 09:00 a.m. to 03:00 p.m.

8.  The Bid Document for the above package will be available at CEPC offices onAugust 26, 2010. A complete set of bidding documents in English language may be purchased by interested bidders on the submissionofa written application to the address below and upon payment of a nonrefundable fee of USD 1,500.  Bidders may receive the Bidding Document against payment receipt of USD 1,500 from Suez Canal Bank, Garden CityBranch, Cairo, Egypt, Account No. (20117/1).

 

9.  Bids must be delivered to CEPC in the address below at or before November 18,2010, at 12:00 noon Cairo Local Time. All bids must be accompanied by a bid security of USD 2,500,000.  Late bids will be rejected. Bids Envelope A (Technical Envelope) willbe opened in the presence of the bidders'representatives who choose to attend at the address below on November 18, 2010 at 12:00 noon Cairo Local Time. Bids Envelope B(Pricing Envelope) of qualified Bidders will be opened in the presence of the Bidders' representatives who choose to attend at thesame address, at a date and time to be notified to these Bidders in due time.

 

10.  EEHC wishes to advise potential Bidders that it will be Tenderingconcurrently with this Tender the Heat Recovery Steam Generators forBanha Power Station. For specific details see separate Procurement Notice.
