GENERAL PROCUREMENT NOTICE MOROCCO OUARZAZATE CONCENTRATED SOLAR POWER PLANT MNSSD GENERAL PROCUREMENT NOTICE Loan No./Credit No./TF No./Grant No. Project ID No. 122028 The Moroccan Agency for Solar Energy (MASEN) intends to apply for financing in theamount of US$ 200 million equivalent from the World Bank and US$ 200 million equivalent fromthe Clean Technology Fund toward thecost of the Ouarzazate Concentrated Solar Power Plant Program (the "Ouarzazate Program"), and it intends to apply part of theproceeds to payment for the investment/financing in "design, financing, construction, operation and maintenance" of one ormore solar thermal power plant(s) through one or moreIndependent Power Producer ("IPP") projects with a minimum capacity of 125MW each (each a "Project"). The Ouarzazate Program will be jointly financed by the African Development Bank, the European InvestmentBank, the Agence Française de Dévelopement and the German KfW Development Bank. The Ouarzazate Program will be implemented through a Public-Private Partnershipframework between MASEN and one or more competitively selected private partner (s) ("Project(s) Sponsor(s)") to develop the CSPProject(s), parabolic trough and/or tower with storage, at a site about10 km East North East of Ouarzazate. Procurement of contracts financedby the World Bank will be conductedthrough the procedures as specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits (current edition), and is open to alleligible bidders as defined in the guidelines. Consulting services willbe selected in accordance with the World Bank's Guidelines:Selection and Employment of Consultants by World Bank Borrowers (currentedition). Specific procurement notices forcontracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancyservices will be announced, as they become available, in UN Development Business, dgMarket, and on MASEN WEB site (www.masen.ma). Prequalification of Project(s)Sponsors will be required for the following contracts: IPP project(s) consisting ofthe design, financing, construction, operation and maintenance of one or more Thermal Solar Power Plant(s) with a minimum capacityof one hundred and twenty five megawatts (125MW).
