EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business no. 611 of 31 July 2003.

The Ministry of Territorial Adjustment and Tourism of Albania (“the Ministry”), has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments for the Technical Assistance for the Water Sector Monitoring and Benchmarking.

The consultant should (i) carry out an evaluation of all water companies of Albania, and some selected commune water services, (ii) select the indicators to be collected in order to benchmark the water companies and to monitor the commune water services, (iii) create a water sector monitoring and benchmarking unit within the General Directorate for water and sanitation of the Ministry of Territory Adjustment and Tourism (MoTAT) and launch the data collection, and (iv) provide technical assistance and capacity building to the water companies and to the selected communes to help them carry out the data collection. The implementation period is for 18 months.

The Ministry now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications

A consultant will be selected in accordance with procedures specified in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002), and is open to all firms from eligible source countries, as defined in the guidelines.

Interested consultants may obtain further information at the Contract Monitoring Unit’s (CMU) offices at the address mentioned below from 0800 to 1600 hours local time.

Expressions of Interest should be submitted at the address below by November 10, 2003, and be marked “Expressions of Interest for the Technical Assistance for the Monitoring and Benchmarking of the Water Sector in Albania”.
