Overview :

The United Nations system in Mozambique has initiated the design of the next development assistance framework (UNDAF) to start in 2012. This follows the UNDAF/One Programme (2007-2009) extended to two additional years till 2011 aligned with the Government Development Plan (PARPA II, 2007-2009) extended to 2010.

The UNDAF 2007-2009 was implemented in the context of the UN reform with the view of improving the relevance, efficacy and efficiency of the UN system worldwide. As part of the process, the UN Country Team in Mozambique identified eight areas where its comparative advantages could add value[1]. .

As the designation of Mozambique as a Delivering as One UN pilot country came after the development and signature of the 2007-9 UNDAF, the period 2007 to 2009 was viewed as a transition period, with the UN Country Team working towards the development of One Country Programme for the next programming cycle aligned with the Government cycle of the next Five Year Plan. In the interin period set to end in 2009 and later extended to 2011, the UN decided to use 4 areas of comparative advantages as strategy for Joint Programmes: (1) policy and advocacy; (2) normative and technical support; (3) capacity development; and (4) civil society partnerships. This is evident in the 2007-9/11 UNDAF, which is now the “expanded” One Programme, under which approximately 82 of the 97 outputs fall under these four areas.

In the transitional period the UNCT developed the One Programme as a sub-set of the UNDAF and that was expected to pave the way for an even more coherent, better coordinated, funded and managed UN in the next programming cycle. The One Programme focused specifically on selected outputs of the UNDAF that fell under the four UNDAF Outcomes. For the next cycle, the UNCT envisages that the UNDAF will comprise the totality of the UN intervention in the country and not just the 25% subset as is the current case.

UNCT made a decision that the new UNDAF which starts in 2012 will be composed of the strategic UNDAF at the outcome level and its Action Plan. The extract of the UNDAF will be the common Country

(1) advocacy for UN core values, including human rights, gender equality, human security and the Millennium Development Goals; (2) normative and technical advisory services; (3) strengthening of national capacity at both central and decentralised levels; (4) support to national scale-up of evidence-based programmes; (5) implementation services; (6) support to national humanitarian response; (7) bringing the voice of civil society to the table; and (8) building partnerships between all stakeholders. For the advancement of the reform process, Mozambique opted to be one of the pilot countries of the Delivering as One initiative.
