1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the "ADB Business Opportunities" on 13 October 2006. 2. The Islamic Republic of Afghanistan has received a loan from the AsianDevelopment Bank (ADB) toward the cost of North-South Corridor Project,and it intends to apply part of the proceeds of this loan to paymentsunder the Contract ACD/MOF/TAFA/ICB/001: Procurement and Installationof Equipment for Spin Boldak Border Crossing Points, IFB No.ACD/MOF/TAFA/ICB/001. 3. The Afghan Customs Department under the Ministry of Finance now invitessealed bids from eligible Bidders for the Procurement and Installationof Equipment for Spin Boldak Border Crossing Points (ContractACD/MOF/TAFA/ICB/001), which comprises one (1) lot. Only eligible bidders meeting the following key qualification requirements (as a minimum) should participate in the bidding:
- Financial Capability
Bidders shall furnish documentary evidence that their annual turnoveris more than 1.5 times the price of their bid. Alternatively, theyshall include a letter from a reputed bank indicating their financialstatus which will include their ability to perform the contract ofmagnitude equivalent to the quoted price.
- Experience and Technical Capacity
- Bidders must provide evidence of having executed at least two contractsof similar or larger magnitude during any one of the past five years.Bidders shall furnish the value of the contracts, and the names andcontact data including email and telephone numbers of the Clients.Bidders should be aware that Clients may be contacted for the purposesof this tender.
- Bidders shall provide list of users and satisfactory reportson quoted models from reputed users, preferably Customs Departments orrelated organizations using similar type of equipment.
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding procedure and is open to all Bidders from eligible source countries. 5. Interested eligible Bidders may obtain further information from theAfghan Customs Department under the Ministry of Finance, and inspectthe Bidding Document at the address given below from 9:00 to 16:00hours on any working day from Saturday to Thursday. 6. A complete set of Bidding Documents in the English language may beobtained free of charge by interested Bidders on the submission of awritten application or by sending an e-mail to the address below. TheBidding Documents will be sent by electronic mail. No liability will beaccepted for loss or late delivery. 7. Bids must be delivered to the address below at or before 14:00 hours (local time) on 11 September 2010.All Bids must be accompanied by a Bid Security of USD 80,000 or anequivalent amount in a freely convertible currency. Electronic biddingwill not be permitted. Late Bids will be rejected. Bids will be openedin the presence of the Bidders' representatives who choose to attend atthe address below at 14:00 hours (local time) on 11 September 2010. 8. The Afghan Customs Department under the Ministry of Finance, theProcurement Unit of the Trade and Accession Facilitation forAfghanistan (TAFA) will not be responsible for any costs or expensesincurred by Bidders in connection with the preparation or delivery ofBids. 9. In the comparison of Bids, ADB's Domestic Preference Scheme will beapplied in accordance with the provisions stipulated in theInstructions to Bidders.
