DESCRIPTION OF REQUIREMENTS

1. United Nations Assistance Mission for Iraq (UNAMI) has a requirement for the provision of air ambulance services. UNAMI intends to secure the services of a fixed-wing air ambulance, wich will be required to provide aero-medical evacuation (medevac) of patients to Level 4 hospitals out of Iraq.

2. The requirement refers, in general, to the following:

Medevac: Air transportation of any injured or sick person or personnel. Such persons may be
stretcher-borne, suffering from any extreme of injury or illness, including but not limited to, loss of limb,
acute cardiac conditions, burns, contagious diseases, pregnancy, chronic illness, psychiatric conditions
requiring restrains, TBI. The patient’s medical condition cannot be assumed to be stable. Flights may be
required at any time, day or night, on any day.

Medevac destinations: In principal the medevac location/destination can be any medical facility
worldwide. However, the UNAMI Medical Service provides information on the desired destination/medical
facility. Whenever the patient condition permits, the destination will be Amman/Jordan, Kuwait/Kuwait and
as an alternate Beirut/Lebanon (hospitals TBD). Possible pickup airfields inside Iraq can be any airport
meeting technical requirements for the aircraft.

Aircraft configuration: The aircraft must have access for stretchers/litters and be capable of
accommodating and securing stretchers and / or body-boards and medical equipment provided for the
sustainment of the patients in flight. Medical equipment will include saline drip, pressurized oxygen bottles,
pneumatic equipment, automatic external defibrillator, and electronic monitoring apparatus. Secure attachment for equipment must be provided in ceiling / walls. Power supply of 110-120v and 220-240v is preferred. Restrictions on cabin pressure altitude and temperature may be required. Capable of accommodating and securing a minimum of 2 litter cases and seating for 2 in-flight medical attendants plus space for emergency medical equipment. Capable of accommodating and securing a minimum of 2 sitting
patients (“walking wounded”) or a combination of 1 litter and 1 sitting patient. Extensive experience in this
field is a requirement.

3. UNAMI intends to award a contract for one year, with the option to extend at UNAMI’s discretion
under the same terms and conditions for four (4) additional one year period.

4. For this purpose, UNAMI will undertake a competitive bidding exercise shortly, accordingly would
issue Request for Proposal (RFP) to those companies who would express their interest and provide initial
relevant information as to their ability to fulfill UNAMI’s requirement

5. Please note on the following:
a) This EOI is not an invitation for submission of a proposal.
b) UNAMI reserves the right in selecting the invitees for the competitive bidding based on substantial and
proven records of performance in the subject field of activities and mere expressing an interest would not
automatically warrant for RFP document.
c) UNAMI reserves the right to reject EOI's received after the above deadline.
