Preparation of the Environment and Social Impact Assessment

 

The  General Organization of Physical Planning (GOPP) has received a grantfrom the Japan Poverty and Human ResourcesDevelopment Fund for the preparation of the Heliopolis-New Cairo Tram project, and it intends toapply part of the proceeds of thisgrant to payments under the contract for consultant services for thepreparation of the Environmental and Social Impact Assessment (ESIA). The Heliopolis #New Tram project intends to upgrade the link from the Stadium station to Nasr City station and extend itto reach and serve New Cairo, with a total length of around 29 kilometers in the firstphase of the project.

The purpose of the ESIA is toconduct an in-depth study of the environmental impacts and social aspects of the project, analyze project alternatives, and providean Environmental Management Plan. As part of the study, the consultant is expected to conduct public stakeholders consultations andengage with another consultant who is preparing the technical design of the project.

GOPP invites eligibleconsultants to indicate their interest in providing the services. Interested consultants must provide informationindicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similarconditions, availability of appropriate skills among staff, etc). The selected consultant should have had strong and proven recordsin similar assignments and capable of demonstrating sufficientconsultancy and operational capabilities to undertake the executionof the above-mentioned tasks. The invited consultants should also provide evidence that over the last ten years they have carriedout at least two satisfactorily similar assignments each worth not less than US$200,000. The consulting firm is expected to have anextensive background in environmental management and social development, and carried similar environmental and social impactassessments for urban transport projects.

Consulting service contractimplementation is expected to commence inthe 4th quarter of 2010. The duration of the assignment is expected to bearound 4 months.

A consultant will be selected inaccordance with the procedures set out in the World Bank's Guidelines: Selection andEmployment of Consultants by World Bank Borrowers, (May 2004, revised October 2006).
