Going global 2011: the international education conference.
Going global is an international education conference, providing a global
forum for exploring the latest developments and issues in international
education. Going Global is the largest policy dialogue that the British
Council hosts. It attracts over 1 000 policy makers and practitioners from
78 countries to discuss education around the world.
The objective of this event is to position the British Council as a
leading authority in international education.
The event takes place annually. This year the event takes place at the
Hong Kong Convention and exhibition centre. It is the first time the event
has taken place outside the UK.
It is a 2 day event, comprising of:
— an opening and closing plenary presentation for approx 1 000 delegates,
— a series of mini-plenary presentations for up to 300 delegates,
— a series of parallel sessions and workshops for up to 100 delegates,
— poster presentations,
— an exhibition of approx 40 stands which takes place throughout the
event.
The event takes place 11-12 March 2011, with 10 March being the set up
day.
There is a welcome reception at a separate venue on the evening of 10
March which is outside the scope of this brief.

TITLE Events production company
1) SHORT DESCRIPTION
The Events Production company would be required to production manage the
conference in association with the British Council. The Events Production
Company would be responsible for the building the space to reflect the
conference requirements. The British Council has hired two raw spaces. A)
To build a plenary theatre and B) to use as a multi-purpose space for all
activity that takes place outside formal sessions. The multi-purpose space
would need to hold a) an exhibition, b) refreshments and catering area, c)
registration area, d) poster wall, e) cloakroom for luggage, f) prayer
space, etc. The Production Company is required to design and build the
spaces suitable to host such a conference.

Audio visual services are required through out the conference. The
conference include - plenary theatre, workshop spaces and Parallel session
rooms. The plenary sessions include presentations and videos. The parallel
sessions and workshops also include presentations and we audio record the
sessions to publish them on our website.

VI.4.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: The British
Council will incorporate a minimum 10 calendar day standstill period at
the point information on the award of the contract is communicated to
tenderers. This period allows unsuccessful tenderers to seek further
debriefing from the contracting authority before the contract is entered
into. Applicants have 2 working days from the notification of the award
decision to request additional debriefing and that information has to be
provided a minimum of 3 working days before the expiry of the standstill
period. Such additional information should be required from the address in
listed in part 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the Court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the Court may only award damages.
