This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is a combined synopsis/solicitation for Federal Signal Corporation Proprietary Mass Notification System Equipment for the Director of Plans Train, Mobilize, Security, Plans & Operations, Fort Richardson, Alaska.

(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation is being issued as a Request for Quote number: WC1SH30161D012CP.

(iii) The solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-018 (July 5, 2007)

(iv) The acquisition is for 100 % Small Business Set Aside. The NAICS Code for this requirement is 334290. Quotes will only be accepted from Contractors who are Federal Signal Corporation Factory Trained and Certified to completely remove and dispose of existing control equipment and replace with (install) new Federal Signal Corp. control equipment at 2 locations (identified in paragraph one) on Fort Richardson (JBER). The Federal Signal Corp. control equipment will use and interface with the existing speakers and wires (government provided).

(v) This combined synopsis solicitation contain (1) contract Line Items, quantities and units of measure:

(vi). Please see attachment for full detailed description of the Statement of work.

(vii) Delivery and acceptance is F.O.B. Destination: Director of Plans Train, Mobilize, Security, Plans & Operations Building 600 room B-49, Fort Richardson, AK 99505.

(viii) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial.
(ix) FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability; Past Performance and Price. Technical Capability and Past Performance when combined is more important than Price.
(x) Offerors shall include a completed copy of FAR 52.212-3, Offerors Representations and Certifications--Commercial Items, with their quotes. Offeror shall complete only paragraph (k) of this provision (if applicable) and the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (j) of this provision. A copy of the Offerors Representations and Certifications may be obtained from http://farsite.hill.af.mil/.
(xi) The following provision applies, FAR 52.212-4, Contract Terms and Conditions, Commercial Items.
(xii) The following provision applies, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov). The following additional FAR clauses/ provisions apply, 52.211-6, 52.232-33, and 52.252-1, and are filled-in; to read them see http://www.acqnet.gov/far/. The Government
(xiii) The following DFARS clauses apply: 252.212-7000, 252.212-700, and 252.232.7003.
(xiv) The Government reserves the right to award to a single source offering best value to the Government. All offerors shall specify warranty conditions for product offered.
(xv) Offers are due not later than 10:00 A.M. Alaska Standard Time (AKST) on July 29, 2010. Offers may be submitted via hand delivery, faxed or emailed, but it is the responsibility of the offeror to ensure it is received prior to the date and time specified above.
