This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, No. WB1963 -681 of June 5, 2006. 2. The Republic of Moldova has received financing in the amount ofUS$m 10.00 equivalent from the World Bank toward the cost of the Quality Education in the Rural Areas of Moldova Project, and it intends to apply part ofthe proceeds toward payments under the Contract for study lab equipment and learning materials for subject curriculaimplementation. 3. The Ministry of Education of the Republic of Moldova now invites sealed bids from eligible biddersfor: Lot 1. Textbooks forMathematics Grade XII, in Romanian and Russian. (28500 copies in total); Lot 2. Textbooks forPhysics and Astronomy Grade XII, in Romanian andRussian (28500 copies intotal); Lot 3. Textbooks forChemistry Grade XII, in Romanian and Russian; (28500 copies in total); Lot 4. Textbooks forBiology Grade XII, in Romanian and Russian. (28500 copies in total); The Bidder may bid for one or more lots. The Purchaser'sevaluation of a bid will consider both quality and the price factor. The Bidder should have minimum of three years in operation priorto the bid submission date, and an important part of its business must be in the development of authorship and the publication ofeducational materials. The place of destination is Chisinau, Republic of Moldova. The deliveryperiod is up to eight months from contract signing date. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the WorldBank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to allbidders from Eligible Source Countries as defined in the Guidelines. 5. Qualifications requirements include: a) Minimum of three years in operation prior to the bidsubmission date, and an important part of its business must be in the development of authorship and the publication of educationalmaterials. b) Successfully completed minimum of two similarcontracts including development of educational or informational materials in the target languages specified in the biddingdocument. Contract skills in the following areas: project management,author commissioning and publishing. c) Audited financial accounts for at least two complete fiscalyears that demonstrate the soundness of its financial position and that it has the financial resources to perform the proposedcontract. It must demonstrate available cash flow arrangements for US$ 200,000 for eachLot Bid for. d) The annual production required should be atleast 2.5 times the value of the bid during the last three years. Premises equipped to acceptable standards to perform the requiredfunctions. At least two textbooks with similar specifications printed eitherby the Bidder itself or through a nominated subcontractor/partner.
