1. 778 of July 2010. 
2. The Government of Lao PDR hasreceived a Grant from the International Development Association toward the cost ofAdditional Financing for Second Education Development Project, and it intends to applypart of the proceeds of this Grant to payments under the Contract for Procurement of Goods # IT and Office Equipment: Computers,   Printers, Laptop computers, Photocopy Machines,and Fax machines.
3. The Ministry of Education (MOE) now invites sealed bids from eligibleandqualified bidders for IT and Office Equipment: Computers,   Printers, Laptop computers, Photocopy Machines, and Fax machines to be supplied to implementing units of EDP II AF at various sites in thecountry.

*Provinces: Phongsaly,Luangnamtha, Oudomxay, Bokeo, Luaprabang, Huaphane, Xayaboury, Xiengkhouang, Vientiane Capital , Vientiane Province, Borikhamxay,Khammuane, Savannakhet, Saravanh, Sekong, Champasack and Attapeu.

** Districts: Gnot Ou, Samphane; Long, Viengphoukha,Nalee, Moo, Gna, Houne, Beng, Pakbeng Xiengkho, Viengthong, Viengxay, Huamouang and Samthai.

Bidders may bid for one, or combination of lotsor all lots. Bid evaluation and contract award will be on a lot-wise basis. To qualify for award of more than one lot, the biddermust meet the cumulative qualification criteria for the lots as provided in the bidding document.

1. Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004 and revised October2006)" and are open to all bidders from eligible source countries as defined in theGuidelines. 
2. Interested eligible bidders may obtain further information from Ministryof Education, Project Management Unit and inspect the bidding documents at the address given below from 0800 to 1600 hours.
3. A complete set of bidding documents in English may be purchased byinterested bidders at the address below and upon payment of a nonrefundable fee of US Dollars 50.00 or equivalent amount in local currency.  The method of paymentwill be by banker's check or cash payment. Thedocument should be collected from address given below or will be sentby airmail foroverseas delivery and surface mail or courier for local delivery.  For overseas deliverycourier services may be requested on by pre-paid arrangements by the prospective bidder. Thedate of availability of bidding documents is 27 July2010.
4. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a writtenApplication to the address below address and upon payment of a non refundable feeUSD50.00 or equivalent amount in local currency.  The method of payment will be by banker's check or cash payment. Thedocument should be collected from address givenbelow or will be sentby airmail for overseas delivery and surface mail or courier for local delivery.  For overseas delivery courier services may be requested on by pre-paid arrangements by the prospective bidder.The date of availability of bidding documents is 27 July 2010.
5. Bids must be delivered to the address below at or before 1000 hoursVientiane Local Time on 10 September 2010.  All bids must be accompanied by a bid security of minimum 2% percentage of bidprice Lao Kip or in a freely convertible currency. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 1000hours Vientiane Local Time on 10 September 2010.
