REQUEST FOR EXPRESSIONS OFINTEREST

The Government of the Hashemite Kingdom of Jordan (GoJ) has received a Bilateral Grant under the Economic Reform andDevelopment Program from the USAID/administered by the International Bank for Reconstructionand Development (IBRD). It is intendedthat part of the proceeds of this Grant will be applied to the consulting services contract for which this notice isissued.

 

The role of The Directorate of Government Buildings (DGB) is to be extended to include full property management andfacilities management to enable the Directorate to manage the Government's Estate Portfolio.  This reflects the GoJ general policy on public sector development and will support the programme to encouragepartnership with the privatesector.

 

The main objectives of this assignment are as follows:

 

1.      Property and Facilities Management InformationSystem: To procure and implement a property and facilities managementinformation system to enable the government to make informed decisions in relation to the ownership, management and usage of theirestate portfolio.

 

2.      Organisational Development: To support DGB in the development and implementation of a new organisational structure thatincorporates a Property and Facilities Management capability.

 

3.      FM Service Provider Procurement:  To implement a new procurement strategyand improved processes that will enable the DGB to provide efficient and cost effective FM service contracts which increasecompetition and provide improved service levels for the Government's estate.

 

4.      Pilot PPP Contract: To provide technical FM input to a PPP pilot project that will test the new approach to procuring andmanaging a government building or group of buildings.  

 

 

The Executive Privatization Commission invites Consulting Firms to indicate interest in providing the services for theabove assignment. Interested firms must submit an 'Expression of Interest' including information on the firm, its financialstanding, capabilities and experience to undertake the assignment as well as an indication of the appropriate skills andqualifications of the firm's workforce.   

 

Consulting Firms will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines May2004, Revised October 2006 & May 2010: Selection and Employment of Consultants byWorld Bank Borrowers under Quality- and cost-based selection(QCBS).


No interviews will be scheduled at this stage of the selection process. However, interested Consulting Firms areinvited to seek clarifications from the address shown below. The EPC expects to short-list a maximum of six qualifiedfirms.

 

Expressions of Interest should be initially submitted in PDF format by email, followed by five hard copies deliveredin a sealed envelope clearly marked "Expression of Interest - Consulting Services - Facility Management Project forGovernment's Buildings" to the address below, not later than 12:00 Amman local time on 15 August 2010.
