Subject: IFC Senior Training on PPPs
Request for Expressions of Interest


IFC’s PPP Transaction Advisory Group intends to identify a suitable external provider of services for the following assignment: IFC Senior Training on Private Public Partnerships (PPP). The training course would be implemented during the Spring of 2011. The following is a brief summary of the description and objectives of the course:

The Infrastructure departments of IFC seek a professional training/education institution to design and deliver an advanced training program for senior-level employees in PPPs and Project Finance. The training should include a focus on the policy and regulatory aspects and how they influence structures and bankability of projects, as well as advanced case studies involving complex legal and regulatory issues and impacts on project risks and bankability. The program will be attended by senior level staff members, such as experienced Investment Officers and Senior/Principal IOs, as well as select clients and donors. The duration of the training is suggested to be 5 days, but feedback on the timeframe is expected from the training provider. The training approach should include (but will not be limited to) case studies, lectures, and interactive sessions.

IFC PPP Transaction Advisory Group now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expressions of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for Proposals (RFP) that will be issued at a later date.

Interested consultants must provide the following information that will indicate that they are qualified to perform the services:
• Provide information on your expertise and experience with any prior similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc.
• Demonstrate a capability to meet the World Bank Group’s Vendor Eligibility Criteria as found on www.worldbank.org/corporateprocurement .
• Please note that Marketing Brochures should only be provided as attachments and will not be considered as a substitute for written responses. Elaborate artwork is not required or encouraged.
Responses must be delivered to the below mentioned personnel by e-mail no later than August 6, 2010 and shall not exceed 5 pages. If the submitted response exceeds 5 pages, IFC reserves the right to read only the first 5.
By responding to this REOI, you are confirming compliance with the World Bank Group Procurement Policy.

The responses will be reviewed and those consultants deemed best qualified in IFC’s judgment will be short-listed according to the following criteria:

The following qualifications are desirable:
• Has delivered training programs related to PPPs and Project Finance in the last 24 months.

The following qualifications are mandatory:
• A top tier university or trade organization with a highly regarded research department;
• Has successfully delivered customized training programs to organizations similar to IFC in the last 12 months; and
• Has a body of knowledge related to PPPs and Project Finance.

IFC reserves the right to limit the number of qualified firms shortlisted for efficiency. IFC reserves the right to verify any information provided, or to request additional information after REOI packages are received. IFC reserves the right to proceed, or to not proceed, with issuing an RFP. IFC reserves the right to modify the scope of work for the RFP as necessary to meet Project requirements.

All data and information received from IFC for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written notice of IFC.
