Procurement of Vehicles for the State Labour Inspectorate

ICB 2-B 1.1.2-G-1/2010
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 738 of 16 November 2008.
2. The Government of Azerbaijan has received a credit from the International Development Association toward the cost of Social Development Protection Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for ICB No 2-B 1.1.2-G-1/2010 for procurement of vehicles for the State Labour Inspectorate of the Republic of Azerbaijan.
3. The Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan now invites sealed bids from eligible and qualified bidders for
Lot-1: 4 WD, 1600-2000cc Petrol engine– 26 pc
Lot-2: 4-doors sedan, 1400-1800cc petrol engine – 17 pc

The bidders may quote for one or both lots, however they should quote for all items in any lot. The bids will be evaluated for each lot separately and award will be made to the lowest evaluated dibber for each lot. Discounts offered, if any, for combined lots will NOT be taken into account for bid evaluation.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.5
5. Interested eligible bidders may obtain further information from Project Implementation Unit of the Social Protection Development Project under the Ministry of Labor and Social Protection of Population, Zaur Jafarli/Procurement Specialist of PIU, zjafarli@spdp.az; lmammadova@spdp.az and inspect the Bidding Documents at the address given below from 9:00 AM to 5:00 PM, from Monday to Friday:

6. Qualifications requirements include: 1. Bidder shall present MAF as per ITB 19.1(a) for both items; 2. If awarded the Contract, the Bidder shall be represented by an Agent in Azerbaijan as required in ITB 19.1(b) for both items. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below

8. Bids must be delivered to the address below

at or before 8 September, 2010 15:00 p.m (Baku time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below:
