Deadline for Bid Submission:Friday, 10 September 2010; 15:00 hours, local Cambodian time

1.    The Royal Government of Cambodia has received a loan and grant from the Asian Development Bank (ADB) towards the cost of the Financial Sector Programme II and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Design-Build and Commissioning of a Centralised National Clearing and Settlement System capable of processing multiple types of electronic payment instruments on a nationwide same-day basis for Clearing and Settlement.

2.   Bidders must be from eligible source countries of the ADB.

3.   The National Bank of Cambodia ("the Employer") now invites sealed bids from eligible bidders for the following two lots comprising the Facilities:

  1. Lot 1: Development of Custom Software and related Project Management Services

  2. Lot 2: Supply, Installation and Commissioning of Hardware, Packaged and Utility Software, Database and related Project Management Services

4.   International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure.

5.   Bidders may bid for one or both lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided that those discounts are included in the Letter of Bid.

6.   The qualification criteria to submit a responsive bid are summarised below and are further detailed in the Bidding Documents:

    For Lot 1 - Development of Custom Software and related Project Management Services

    • Commercial Experience - Five (5) years current experience in large IT software development with at least three (3) completed successful projects worldwide with at least one (1) of these projects in South East Asia.

    • Project Team and Skills - At least two (2) Programmer/Analysts with three (3) years payment processing experience; at least one (1) senior software expert with three (3) years interface development experience; and at least one (1) senior software expert with critical payment system operations and configuration management experience. An experience Project Manager is mandatory.

    • Financial and Staff Resources - Sufficient available resources to undertake the work onsite in Phnom Penh with adequate supporting staff, including local staff to provide translation to Khmer as needed and immediate locally available support. The Bidder must have access to working capital sufficient to finance a monthly cash flow of USD100,000 (one hundred thousand United States Dollars).
    For Lot 2 - Supply, Installation and Commissioning of Hardware, Packaged and Utility Software, Database and related Project Management Services

    • Commercial Experience - At least three (3) years experience in the supply, implementation, set-up and commissioning of hardware, system software, operational utility software and RDMS in both stand-alone and clustered computer environments; with at least one (1) similar reference site implemented in South East Asia within the past three (3) years.

    • Technical Staff and Skills - At least four (4) senior technical staff each with at least two (2) years experience in the hardware and technologies proposed; with at least two (2) local staff available permanently in Phnom Penh for the next 5 years to provide immediate onsite support and maintenance.

    • Financial and Staff Resources - Sufficient available resources to undertake the delivery, implementation, set-up and commissioning onsite in Phnom Penh with adequate supporting staff, including local staff to provide translation to Khmer as needed and immediate locally available support. The Bidder must have access to working capital sufficient to finance a monthly cash flow of USD350,000 (three hundred and fifty thousand United States Dollars).
    For a Bidder to be awarded a contract for both lots, the qualification criteria for the respective lots will need to be met cumulatively.

8.    A complete set of bidding documents may be purchased by interested eligible bidders on submission of a written application to the above office, and upon payment of a non-refundable fee of USD120 (one hundred and twenty United States dollars). The bidding documents in English and may be purchased at or from the above address by:

  1. Contacting the above address in person, by mail, email or Fax and requesting the bidding documents for the "Centralised National Clearing and Settlement System" which include full details of both Lots.

  2. Paying a non-refundable fee of US$ 120 by Cash or by Certified Check (Banker's Check) or by Direct Money Transfer to Account No 359101063 (Account Name: "Bid Doc Fees CH Project", SWIFT BIC: NCAMKHPP). Requests and payments not delivered in person must be accompanied by acceptable proof of payment of the corresponding fee such as the Direct Money Transfer reference of the applicant's payment.

  3. A complete set of documents will be couriered to the applicant (if so requested) upon receipt of a total non refundable payment of US$ 150 or an equivalent amount in a freely convertible currency (which includes an additional amount of US$30 for courier charges).

  4. Bids must be delivered to the address above on or before the deadline of Friday, 10 September 2010 (15:00 hours together with a Bid Security in US Dollars (or an equivalent amount in a freely convertible currency) as indicated in below:
    Lot 1 - USD15,000
    Lot 2 - USD30,000

9.   The bid security must be included with the Technical Proposal.

10.    Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late Bids will be rejected.

11.    A single stage two-envelope, bidding procedure will be adopted. Bidders are to submit simultaneously two sealed envelopes, one containing the technical proposal and one containing the price proposal. Initially only the technical proposals are opened. Technical proposals which are submitted by non-qualified bidders or which are not substantially responsive are rejected.

12.    The technical proposals will be opened immediately after the deadline for bid submission in the presence of bidders' representatives who choose to attend. A preliminary examination of the Technical Proposals will be made. Price proposal of only technically qualified Bidders shall be opened in public.

13.    The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that any software provided is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future ADB financed procurement.
