1.    The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids from eligible bidders for the ADB Headquarters Rooftop Solar Power Project (hereinafter referred to as the Project) at the ADB Headquarters Building at No. 6 ADB Avenue, Mandaluyong City, Philippines.

2.    The Contractor shall lease an estimated 5,166 square meter portion of the rooftop of the ADB Headquarters Building, Special Facilities Block and provide the expertise, equipment, materials, financing and labor for the installation, commissioning, operations and maintenance of a solar photovoltaic power plant on a build-operation-transfer basis with capacity of about 375 kWp, and provide ADB solar power services under terms and conditions provided in a Solar Service and Site Lease Agreement (SS & SLA). The Project will be connected to ADB's 380V switchgear and will operate in parallel to the Manila Electric Company (MERALCO) supply. ADB will make monthly payments to the Contractor for the power generated from the Project in accordance with the terms and conditions of the SS & SLA.

3.   International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. Only eligible bidders with the following key qualifications should participate in this bidding:

  1. Have an independent legal existence as a validly registered company, or a joint venture with specialization in solar power plant installation, operations and other related services and must have participated in at least five (5) similar contracts for the last three (3) years, with each contract having a value of at least US$1 million;
  2. Have an average annual turnover at least US$4 Million over the past three years, from 2007 to 2009; and
  3. Complies with relevant Philippine laws and regulations as far as ownership of renewable energy developers and contractor licenses are concerned.

4.   Bidding documents (including the design specifications and the SS & SLA) may be obtained from the Office of the Head, Procurement and Contracting Unit, Institutional Services Division, Office of Administrative Services, at the ADB Extension Office at the address below, on any working day starting from 19 July 2010, from 9:00 a.m. to 3:00 p.m. after presentation of the receipt of payment a non-refundable fee of Five Hundred US Dollars ($500) or Twenty Three Thousand Philippine Pesos (P23,000.00). Payment can be made by cash or manager's check payable to ADB at the ADB's Cash Room (G239W) located at the ADB Headquarters Building.

5.   Bids should reach ADB not later than 2:00 p.m. on 13 September 2010 (Manila time). Bids will be opened at 2:30 p.m. of the same day at the ADB Extension Office at the address below in the presence of bidders' representatives who choose to attend. Bids must be accompanied by a bid security of not less than US$60,000 as provided in the bidding documents.

6.   ADB reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for ADB's action. This Invitation For Bids does not entail any commitment on the part of ADB, either financial or otherwise. Any cost in the preparation of bids shall be borne exclusively by the bidder.
