EXPRESSIONS OF INTEREST

International Program Technical Advisor
For
Public Finance Management Strengthening Program (PFMSP)


A. Background

The Government of Lao PDR has received a financing in the amount of $3 million through a Multi-Donor Trust Fund administered by the World Bank to support of the Public Financial Management Strengthening Program (PFMSP). Part of the proceeds from this funding source will be used for employing a Program Technical Advisor to assist the Ministry of Finance in the planning and management of the PFMSP.
The Ministry of Finance has established an Implementation Committee chaired by the Director General of the Fiscal Policy Department to be responsible for the day to day implementation of the Public Finance Management Strengthening Program (PFMSP). The Implementation Committee is supported by a full time PFMSP Management Unit headed by a director and staffed by a full time international consultant (this position, Program Technical Advisor),two local consultants, and Ministry staff. Procurement and Financial support is provided by a separate Public Finance Management Strengthening Support Unit (PFMSU). The role of the Management Unit is to support the PFMSP implementation committee to execute the component elements of the program.

B.1 Program Technical Advisor will have:
Minimum qualification and Experience:
1. The applicant must hold a minimum qualification of at least a master’s degree or equivalent in the following fields: (i) economics; (ii) public administration and policy; (iii) public finance management.
2. Excellent communication skills and ability to write in English.
3. At least fifteen years of professional experience working in Ministry of Finances across a wide range of functions (expenditure planning, budgeting, treasury, revenue management and accounting).
4. At least ten years experience working with public financial management reforms and capacity building programs in leadership and advisory roles.
5. Experience of work in transition economies and East Asia is preferred.
6. Sensitivity to the cultural and political context of the country.
7. Expertise in the development of training and human resource plans is a preferred skill.

The interested candidates must provide information indicating that they are qualified to perform the Services described above. Candidate should provide CV with academic background, experience in similar assignment, knowledge of local conditions and relevant references from previous clients. The length of services would be for a period of 12 months, the initial contract will be for 3 months and based on satisfactory performance, contract will be extended for the remaining period. Subject to donors’ agreement to extend the Multi-donor Trust Fund beyond its current closing date and satisfactory performance, the contract can be extended further until the extended closing date of the Trust Fund.
