EXPRESSIONS OF INTEREST

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 611 of 31 July 2003.

The Ministry of Territorial Adjustment and Tourism of Albania (“the Ministry”), has received a credit from the International Development Association (IDA) toward the cost of the Albania Municipal Water and Wastewater Project and it intends to apply part of the proceeds of this credit to payments under the contract for an Independent Performance Reviewer of the Management Contract which was signed on June 6, 2003. The single five years Management Contract for operating the water and wastewater systems of the four cities (the Municipalities of Durres, Fier, Lezhe and Saranda) intends to increase the efficiency of operation and development of these cities water supply, wastewater and stormwater drainage systems. The Operator will be paid on the basis of two components: a fixed management fee and a performance incentive compensation. The performance incentive compensation element will be linked to improvement of measurable key performance indicators, defined in the Management Contract.

It is intended to short-list firms with the experience in monitoring similar management contracts, which can assist in determining the improvements the management contractor has been achieving over the term of the contract, and agree on the value of any performance incentive payments due.

In order to measure the success of the project, the performance indicators, which are also the indicators for the incentive based fee under the management contract, will be measured by the operator and need to be audited by the performance reviewer. The extent of progress towards achieving these performance targets by the operator will be directly related to the amount of the annual performance based incentive compensation payment. Independent technical and financial auditors will verify the results as they are directly linked to the incentive fee, which the operator may be paid.

The Ministry now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications

A consultant will be selected in accordance with the procedures specified in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002), and is open to all firms from eligible source countries, as defined in the guidelines.

Interested consultants may obtain further information at the Contract Monitoring Unit’s (CMU) offices at the address mentioned below from 0800 to 1600 hours local time.

Expressions of Interest should be submitted at the address below by November 3, 2003 and be marked “Expressions of Interest for Independent Performance Review for the Albania Municipal Water and Wastewater Project - Management Services for the Durres, Fier, Lezhe and Saranda Water, Wastewater and Stormwater Drainage Systems.”
