EXPRESSIONS OF INTEREST

This request for Expressions of Interest follows the general procurement notice for this project that appeared in Development Business on April 8, 2006.

The MAIL has received a grant from the International Development Association (IDA) for the Horticulture and Livestock Project (HLP) and intends to apply part of the proceeds of this grant to payments under the contract for Selection of consultant for Bi-weekly Radio Program Production to pass extension messages to the farmers.

1. Background:
The Horticulture and Livestock Project (HLP) is a project of the Ministry of Agriculture, Irrigation and Livestock (MAIL) and it is implemented by a number of partner organizations.
A Media Production Company which has experience of producing agriculture extension messages in understandable radio program formats for farmers in Afghanistan will be contracted to provide 64 (32x2 bi-weekly Radio Programs for HLP/MAIL. The radio programs will be produced in two national languages (Dari and Pashto), and in accordance with the project’s Horticulture, Livestock and FOD seasonal activity calendars. The radio programs will result to the awareness rising of male and female farmers based on their extension information needs and demands in the HLP focus districts such as (Kabul-Mirbachakot, Parwan-Shikh Ali, Kapisa-Mahmood Raqi, Panjshir-Rukha, Bazarak & Anaba, Baghlan-Pul-e-Khumri, Kundoz-Imam Saheb, Takhar-Farkhar, Samangan-Aybak, Balkh-Khulm, Juzjan-Sheberghan and Saripul-Sozma Qala). The client for this contract will be HLP/ MAIL-WB, Institutional Capacity Building Component.

2. Goal
HLP long-term goal is to provide farmers with Horticulture and Livestock extension messages based on their extension needs. The radio program will be produced by a Media Production Company under the direct supervision of the HLP Information and Communication Coordinator and team, and in close coordination with MAIL Media and Communication Department.
3. Objective
A 15 minutes bi-weekly Radio Program will be produced to pass the extension messages to male and female farmers in order to develop effectiveness and efficiency among the HLP Horticulture, Livestock and FOD beneficiaries in the above mentioned HLP focus Districts of the 11 provinces. During this contract a total of 64 (32x2) radio programs will be produced, each of 15 minutes duration in Dari and Pashto. HLP will hire local radio stations to broadcast the produced radio programs at the focused district level.
4. Scope of Work
4.1 Duties and responsibilities of the Media Production Company will be:
a. To assign a radio program producer who will be the contact person with HLP/MAIL to handle the production arrangements of the HLP radio programs. The producer of the radio program must have enough experience in production of similar radio programs.
b. Each radio program will consist of a feature story from the Focus Districts, radio drama and a question and answer session between farmers and Horticulture, Livestock and FOD experts.
c. The Media Production Company agrees to act as production station for production of radio programs for Horticulture and Livestock extension messages to the farmers.
d. The media production company will produce the radio programs under the direct supervision of the HLP Information and Communication Coordinator and team.
e. The radio programs will focus on extension needs of the male and female farmers based on the seasonal calendar.
f. Field trips will be undertaken to conduct interviews with farmers, extension workers, Provincial Agriculture Directors (PAD) etc. to be used in the radio programs.
g. The production duration of the Radio Programs shall be 16 months (September, 2010- December, 2011).
h. The Media Production Company will produce the 15 minute bi-weekly (Dari and Pashto) radio programs based on the agreed timetable.
i. The media production company should have basic equipment necessary for recording, editing and reporting.
The Media Production Company will submit the CDs of each radio program to the HLP Information and Communication team to be distributed to the Local radio stations for broadcasting directly hired by the HLP. The local radio stations will be identified based on a rapid assessment and will be directly hired by HLP for broadcasting the radio programs.

Expected tasks of Consultant

4.2 Specifically, the Media Production Company will:
j. Produce 64 (32x2) radio programs of 15 minutes duration each in Dari and Pashto.
k. Produce radio program scripts based on the extension messages provided by HLP.
l. Produce radio dramas (scripts and artists) as scheduled in the radio programs.
m. Assign a reporter with basic (recording equipments required) having expertise to accompany HLP team on field trips in order to conduct interviews with farmers, extension workers, PADs etc. and use them in the radio programs.
n. The Media Production Company will subsequently produce the radio programs approved by the HLP Information and Communication team and the related technical component.
o. The radio programs shall be produced according to a schedule starting from the beginning of September 2010 to 31st December 2011(sixteen months).
p. Key Staff: The Media Production Company shall have professional key staff i.e Program Producer, Reporters (minimum one male and one female), an Editor and Artists . The Program Producer should be a university graduate in relevant field and having minimum of 3 years professional experience in radio program production. The Reporters should have minimum of high school education and at least 3 years of experience as a reporter. Whereas, the Editor and Artists should preferably have high school education and at least 3 years of experience in the relevant fields. Expression of Interest should include CVs of the Key staff.


The implementation period will be about 16 Months from 1st of September 2010 to December 31 2011.

The MAIL now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, specifically in Afghanistan, availability of appropriate skills among staff, etc.). EOI should include CVs of key staff.

A firm selected for production of radio programs, would not be eligible for participation under broadcasting selection process. However, the radio stations producing programs may be allowed to participate in broadcasting as well.
