Procurement of Civil Works for National Center of Laboratory and Epidemiology

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on September 25, 2006.
2. The Government of Lao PDR has received a grant from the International Development Association toward the cost of Avian and Human Influenza Control and Preparedness Project, and it intends to apply part of the proceeds of this grant to payments under the Contract #ICB/04/10 for Procurement of Civil Works for National Center of Laboratory and Epidemiology (NCLE).
3. The National Emerging Infectious Disease Coordination Office (NEIDCO) now invites sealed bids from eligible and qualified bidders for contracting civil works for the major rehabilitation and transformation of the existing NCLE building, to allow the laboratory to function as a diagnostic facility meeting adequate bio-safety standards (BSL2). The contract will include construction works (including demolition), roof and foundation works, sanitary works, plumbing works, illumination, electrical works, air conditioning and other. The delivery/construction period is 8 months from the contract start date.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines 2004: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from the National Emerging Infectious Disease Coordination Office (NEIDCO) Mr. Marcel Nenita (nenitamarcel@yahoo.com) NEIDCO Procurement Specialist, or Mr. Viravanh Sourinphoumy (viravanh_nahico@laopdr.com) NEIDCO Procurement Assistant, and inspect the Bidding Documents at the address given below from 9.00 AM to 5.00 PM.
6. Qualifications requirements include eligibility, historical contract non-performance, financial situation, general and specific (BSL2) experience, personnel and equipment availability requirements, according to conditions set out in the bidding documents. A margin of preference for eligible national contractors/joint ventures shall be applied.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 1,600,000 LAK or 200 USD. The bidding documents can be obtained in person from the address below, or will be sent through courier service if so requested by the prospective bidder, upon submission of the written application and payment of the prescribed fee of the bidding documents. Payment may be made by cash, bank manager’s check, or bank telegraphic or on-line transfer to NAHICO, to the following account:

8. Bids must be delivered to the address below at or before September 2, 2010, 2.00 p.m. local time. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at September 2, 2010, 2.15 p.m. local time.
9 All bids shall be accompanied by a Bid Security in the form of unconditional bank guarantee of US$12,000 equivalent.
