United Nations Office for Project Services (UNOPS) now invites sealed bids from bidders for the Provision of comprehensive purpose-based training in management of unaccounted for (UFW) for the MMPW, Governorate Departments & the Governorate Councils in the 18 governorates.

INTRODUCTION

UNOPS IQOC (Infrastructure/Watsan) is implementing a project for management of
Unaccounted for Water (UFW). This project is for Strengthening Capacity for Management of UFW in 18 Governorates of Iraq. This is an integrated approach through joint UNOPS and UNICEF participation, where in the two agencies will address the capacity building for the authority on UFW. The project covers 18 governorates for capacity building and two governorates for setting up of a District Meter Area (DMA) to measure the flow and to understand the losses in the system.

This Training will deal with the design concepts of new networks or expansion of networks, use of new materials and techniques to develop, rehabilitate, operate and maintain the water distribution networks, as well as need to understand the concept of ‘unaccounted for water’ and methods of reducing UFW, leakage detection and repairs are key areas identified. Maintaining UFW is important to improve quality of service, and financial soundness. Reducing UFW would include a set of activities aimed at the optimization of water supply through improved operations, maintenance, and sound management practices of distribution networks as well as governance and management reforms through specific operational and commercial strategies.

This document defines the scope for training of water authority personnel’s on UFW.


BACKGROUND


The water supply infrastructure was deteriorated significantly in the absence of proper
maintenance and capital works program since two decades, eventually leads to losses of
treated water (Unaccounted for Water) in the system. Due to this the water supply services in terms of quantity and quality was reduced drastically. The deteriorated water networks without proper maintenance and crisscrossing of sewer lines increased the risk of potable water contamination.

Unaccounted for Water (UFW) comprises the physical and non physical losses. Physical
losses are resulting from pipe bursts, leakages from service reservoirs and service
connections up to the point of customer metering and the non physical losses are attributed to metering errors and illegal connections. It is estimated that over 40% of the treated water from the WTP is lost as UFW in the network while supplying to consumers. This seriously affects water availability at the consumer’s end in terms of quantity and quality, reduces financial viability of service providers due to revenue losses, increases operational (production) costs and, eventually, leads to increased capital investments. Therefore, it is very essential to maintain the system by rehabilitating the deteriorated pipes, training the personnel in carrying out the activities to reduce the UFW using proper leak detection methods with leak detection equipments. The personnel’s from water authorities will be trained on formation of District Meter Area (DMA) and reduction of UFW using DMA Method.


SCOPE OF WORK FOR TRAINING


First Session (theoretical):

• Design of distribution systems and design criteria
• Importance of proper investigations, planning and design of network developments.
• Type of pipes used in the water system and selection criteria, mainly on PE pipes and
other metallic pipes
• Overview of UFW, identification, reduction and control
• Conduct field survey for data collection on existing system to plan for UFW
identification reduction and control
• Design of district meter areas
• Computer network modeling
• Pressure control to reduce UFW by
- Restructuring the water distribution system and using zones and districts.
- District flow and pressure measurement.
• International Water Association (IWA) concept for the water loss.
- Infrastructure Leakage Index ( ILI)

Second Session (Field):

• Selection of DMA area (approximately 500 to 1000 connections)
• DMA boundary survey
• Valves integrity test
• Selection of pressure points to read the pressure during the PZT
• Pressure Zero Test (PZT) to prove the boundary tightness leading to establishment of
DMA
• Measurement of flow into the DMA in flow meter
• Measurement of pressure loggers fixed in the DMA

Third Session (theoretical):

• Briefing the staff on Field Studies conducted for establishment of DMA
• Analyzing the flow recorded/downloaded into the DMA
• Analyzing the pressure recorded/downloaded in the DMA
• Training on usage of software used for flow and pressure data analysis
• Analyzing the leak detection equipments used to locate the leaks in the DMA
• Establishment of losses in the system by considering flow to DMA against the
estimated requirement based on number of connections/populations in the DMA.

For first session – 5 days, Second session – 7 days followed by third session – 5 days
