The consultant for this consultancy was selected on a single source basis and justification for this is that the assignment is a small one.

a) The Ministry of Water Resources recommended hiring Dr. Eshete Dejen Dresilign on Single Source Selection basis to undertake the study based on his extensive experience in the area.
b) No objection to the selection was requested on 10 April 2010.
c) No objection to the selection was given by the World Bank on 22 April 2010.

After negotiation Dr. Eshete Dejen Dresilign was awarded the contract at a contract price of USD 66,890.00 with 2% withholding taxes. The contract was signed on 22 April 2010. The duration of the contract will be 7 months commencing on 14 May 2010.

d) Scope of consultancy

1) To prepare detailed implementation manual for environmental and social management plan of Ribb River on Fish Resources. The implementation manual/action plan shall address details of the above mentioned mitigation measures. Major components of the manual are:
a) Detailed Implementation Strategy/Action Plan for each mitigation measures
b) Logistics required
c) Institutional responsibility
d) Schedule of implementation
e) Cost of the implementation.
2) To collect, analyze and report baseline data on fisheries of Welelea and Shershir wetlands of Ribb river during the rainy season of 2010.
3) To fill the gap in the baseline data, if there is any, on fish resources of Rib River

The following detail tasks will be carried out under the assignment:

1. Develop Action Plan for continuous awareness creation (workshops, radio/TV, posters, farmers field school, public gatherings, etc) with details on how, who and when (for mitigation measures from No. 4,5,6,7,8, 9 and 10)
2. Enforcement of Amhara Fisheries Proclamation (for mitigation measures from No. 5,6,7,8 and 9)
 propose how to implement the proclamation, guide lines and directives
 establishing task force at various levels
 sharing responsibilities among the different institutions
 propose annual work plan for the implementation
3. Base line data collection for Welelea and Shershir wetlands of Ribb river and Continuous monitoring system for Ribb River fish resources (Mitigation measure No. 11)
 Develop action plan for baseline data collection for 2010 rainy season
 Collect analyze and write-up of baseline data for 2010 rainy season
 Identify the possible methodology for monitoring of Ribb river fish resources
 Identify the potential institutions that will be engaged in fish resource monitoring system
 Develop a comprehensive monitoring plan for the ribb river fish resources

4. Restocking by both Hatchery, Trap and Transfer method (Mitigation measure No. 1)
 develop hatchery lay out and calendar
 prepare the possible method of hatching particular emphasis to labeobarous species
 identify trap and transfer sites
 prepare the possible method of hatching particular emphasis to labeobarous species
 propose appropriate stocking density
 financial mechanisms for the short and medium term
 investment feasibility
