The announcement for this consultancy was advertised on DG Market on February 10, 2010 and on the daily Ethiopian Herald February 11, 2010 issue.

a) The following individual consultants submitted applications for the position:-

b) Based on the terms of reference and the minimum required qualification for the position indicated in the vacancy announcement, evaluation was carried out by listing the strong and weak points of each of the applicants as indicated in their CVs and application letters.

Accordingly Mr. Melkamu Engida was found to be the best candidate and after approval by the management of the MoWR, he was invited for negotiations. After negotiation Mr. Melkamu Engida was awarded the contract at a contract price of ETB 147,500.00 including 2% withholding tax. The duration of the contract will be 3 months commencing on 05 May 2010.

c) Scope of consultancy

The project will encourage the involvement of the private sector by providing fund on a matching grant and demand-driven basis, for the development of innovative business linkages between smallholders and other actors in the supply chain, introduce innovative technologies, and demonstrate improvements to a broader audience of supply networks. Eligible applicants for MGs would include: (i) organized smallholder producer associations and related organizations linked to or developing linkages to agricultural supply chain, and supporting the development of smallholder farmers; (ii) agribusinesses involved in processing, trading, and marketing of agricultural and food products/commodities which help to improve the growth and competitiveness of smallholder farmers; (iii) input suppliers; (iv) contract farming with smallholders.

The Matching Grant implementation arrangements will include appropriate screening, approval and disbursement procedures.

The main tasks for this advisory service is to provide advice to the I&D Project to develop an appropriate mechanism for the award and administration of commercial matching grants as detailed in the PAD and supporting documents. The advice provided would be for use by Project Management in implementing the matching grant activities.

The specific activities of the work would include:

a. From a literature review, identify and describe the main features of other similar matching grant systems, both within Ethiopia and in other comparable countries. Draw applicable lessons from this experience.

b. Through discussions with potential grant recipients, and with Project officials, describe the main requirements for equitable access to the grants, while ensuring that public interests of efficiency and transparency are maintained.

c. Provide an assessment of the main risks inherent in the grant system, and propose means to ameliorate these.

d. Assess the prospect of using a non-public sector operator to provide matching grant administrative services. If this is recommended, provide an outline of the contracting and supervisory modality including the role of BoARD and WPIT.

e. Develop recommendations for the rules of operation of the matching grant system, including appropriate publicity, award criteria, contracting systems, monitoring of implementation and outcomes, assurance of transparency and incentives for efficiency of operations from grant recipients.

f. A draft report would be prepared, and this would be presented to a stakeholder workshop for information and comment. Project management would also provide written and verbal feedback.

g. A final report and recommendations would be prepared following the receipt of feedback from the workshop and Project management
