Republic of Armenia Second Public Sector Modernization Project GENERAL PROCUREMENT NOTICE Loan No. 7854-AM Project ID No. P117384 The Republic of Armenia has received financing in the amount of US$ 9.0 million equivalent from the World Bank toward the cost of the Second Public SectorModernization Project, and it intends to apply part of the proceeds to payments forgoods,works, related services and consulting services to be procured under this project. The project will include the following components: (i) Strengthening Institutional Capacity in PolicyMaking and Service Delivery; (ii) Maximizing the Efficiency of Human Capital in the Public Sector; (iii) Systems Developmentfor Improved Performance and Transparency;(iv) Just-in-Time Technical Assistance; and (v) Project Management andImplementation. The project will include the following goods and services: - Consultant services on Policy Development and Implementation Institutional capacity building of theministries; Improving of Management Information System; Development of Information Systems forimprovingof public accessibility and information and etc; - Supplying IT equipment and accessories, office equipment - Training Services - Minorgoods, operating expenses and consulting services, surveys needed for the project and its administrationactivities. Procurement of contracts financed by the World Bank will be conductedthrough the procedures asspecified in the World Bank's " Guidelines: Procurement under IBRD Loans and IDACredits " published by the Bank in May 2004 and revised in October 2006 and in May2010 , and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's " Guidelines: Selection and Employment of Consultantsby World Bank Borrowers " published by the Bank in May 2004 and revised in October 2006 and in May 2010. Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB)procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business anddgMarket, as well as in "Hayastani Hanrapetutyun" local newspaper.
