West Bank andGaza Teacher Education Improvement Project - TEIP Request for Expressions of Interest Strengthening "school based practice" of pre-service teacher education programs for grades 1-4 Consultants Services Ref: TEIP 01/2010 The Palestine Liberation Organization for the benefit of thePalestinian Authority has applied for financing in the amount of US$ 5million from the World Bank toward the cost of the Teacher Education ImprovementProject # (TEIP # P 111394), and intends to apply part of the proceeds for thefollowing consultant services: Strengthening "school based practice" of pre-service teacher educationprograms for grades 1-4. The services shall include at least (i) Provide technicalassistance, in liaison with local consultants, to The Ministry of Education and Higher Education (MOEHE)- Directorate General ofSupervision & Quality, its Task management team and participating higher education institutions to reform and strengthen theschool experience component of their program of studies and bringing themthe level of what is considered international goodpractice, and to test and evaluate the newly introduced "school-experience practice" programs, using well established internationalgood practices in this area.; (ii) advise on and participate in thedevelopment of a Readiness toTeach Index of to assess teaching competencies and skills of grade 1-4 class teachers; (iii) Assistthe MoEHE's Assessment and Evaluation Center in its evaluation of program implementation and impact and in the utilization ofqualitative and quantitative research instruments, collect and analyze pre- and post-test data, and a 'readiness to teach' index ofcompetencies required on the part of beginning, Grade 1-4, class teachers, in doing so. The assignment is expected to commence in December, 2010, and will beimplemented in two phases. The first phase would target a few institutions/programs/schoolsto pretest the approach and concepts and fine-tune methodology and procedures. This phase would be subject to an evaluation aftertwo years andbased on the results, findings, and conclusions, during the follow-upphase revised approaches would be extended to theentire cohort of teacher education providers coupled with an increased number of schools. The Ministry of Education & Higher Education now inviteseligibleconsulting firms to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments,experience insimilar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance theirqualifications. A consultant will be selected in accordance with the procedures setout in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (dated May 2004 and revised in October 2006 and May 2010) and will be basedonQuality and Cost Based Selection (QCBS).
