Upgrading academic and professional teaching qualification ofunder-qualified class teachers forgrades 1-4

Consultants Services

 

Ref: TEIP 02/2010

 

The Palestine Liberation Organization for the benefit of thePalestinian Authority has applied for financing in the amount of US$ 5million from the World Bank toward the cost of the Teacher Education ImprovementProject # (TEIP # P 111394), and intends to apply part of the proceeds for thefollowing consultant services:

 

Upgrading academic and professional teaching qualification of under-qualifiedclass teachers for grades1-4.

 

The services shall include at least : (i) Provide technicalassistance, in liaison with local consultants,  to the Ministry of Education and HigherEducation (MOEHE)- National Institute of Educational Training (NIET), its Task Management Team (TMT) and to the selected highereducation institutes (HEI) in the development and implementation of a teacher certification program aimed at upgrading the skills and competencies ofapproximately 3,500 under-qualified teachers in gradesone through four (class teachers); (ii)assist the MoEHE's Assessment and Evaluation Centre, NIET and the participating HEI with the development of a skills-competency assessment of current classteachers to be used to design modular skills upgrading courses, and with the evaluation of phase one and the preparation of aplan for scaling up this initiative using the evaluation data; (iii)produce, in cooperation withthe local consultants a final report with a comprehensive set of recommendations and concrete implementation advice for taking thiscomponent to scale.

The assignment is expected to commence in December, 2010

The Ministry of Education & Higher Education now inviteseligibleconsulting firms to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments,experience insimilar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance theirqualifications.

 

A consultant will be selected in accordance with the procedures setout in the World Bank's Guidelines: Selection and Employment ofConsultants by World Bank Borrowers (dated May 2004 and revised in October 2006 and May 2010) and will be basedonQuality and Cost Based Selection (QCBS).
