Invitation for Bids (IFB) Invitation for Bids (IFB) Republic of Moldova Health Services and Social AssistanceProject Development and Implementation of anApplications Software System forSocial Assistance in the Republic of Moldova Credit Number:4320-MD G/07-S/IDA 1. This Invitation for Bids (IFB)follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on May 2, 2007. 2. The Republic of Moldova hasreceived a credit from the InternationalDevelopment Association toward the costof the Health Services and Social Assistance Project, and it intends to apply part of theproceeds of this credit to payments under the agreement(s) resulting from this IFB: Development andImplementation of an Applications Software System for Social Assistance in the Republic of Moldova, IFB G/07-S/IDA. 3. The Ministry of Labor, SocialProtection and Family serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for thedevelopment and implementation of a custom applications system to support its social assistance functions throughout Moldovaincluding the provision of cash benefits and social assistance services. The system will collect, store, process and distributeinformation to central and local public authorities, individuals and legal entities or beneficiaries, institutions and services ofthe social assistance system. At the same time, the system will be a working tool forsocial assistants, helping them go through all the stages that are necessary to settle a case. The system must include a RelationalData Base ManagementSystem that is to be provided by the bidder; additional services to be provided shall include, but are notlimited to, warranty services, development of technical specifications for necessary equipment to be procured through a separatecompetitive tender, catastrophic recovery planning and backup facility planning, data conversion, training and advisoryservices. 4. Bidding will be conducted usingthe International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans andIDA Credits, edition of May 2004, revised October 2006, and is open to all Bidders eligible as defined in these Guidelines, thatmeet the following minimum qualification criteria: a) The Bidder must have had an average annual turnover equivalent to atleast USD 2.5 (two and one-half)million for the most recent three (3) years and this turnover must have been derived solely through the provision of InformationTechnology (IT) applications development and implementation services. Where the Bidder is aJoint Venture the sum of all Partners' averageturnover amounts may be used. Also, where theBidder is a Joint Venture the Partner in charge musthave had an average annual turnover equivalent to at least USD 1.25 (one andone quarter) million for the most recent three (3) years. All qualifying turnover must havebeen derived solely through the provision of Information Technology IT applications software developmentand implementationservices. b) During the past three (3) years the Bidder must have successfully completed (as the prime contractor) atleast two (2) contracts for the development, installation, achieving operational acceptance, provision of warranty services forapplications software using modern technologies to cover all requirements of the Purchaser. The total value of each contract must be more than USD 1 mln. Where the Bidder is a JointVenture, the Partner in Charge must comply with this requirement. 5. Interested eligible Bidders mayobtain further information from The Ministry of Labor, Social Protection and Family of the Republic of Moldova and inspect thebidding documents at the address given below from 09:00 to 17:00. A pre-bid meeting which potential bidders may attend will be held on August 05, 2010, 10:00hours, Ministry of Labor, Social Protection and Family, #1 V. Alecsandri Street, Conference Room, Chisinau, MD-2009 Moldova. 6. A complete set of biddingdocuments in English may be purchased by interested Bidders on submission of a writtenapplication to the address below and upon payment of a nonrefundable fee of USD one-hundred fifty (150) or the equivalent inMoldovan Lei at the exchange rate of the National Bank of Moldova on the day of payment. The method of payment will be cash transfer.The document will be sent by expressmail. 7. Bids must be delivered to the address below at or before September 09, 2010; 10:00 hours. Bids need to be secured by a Bid Security. The amount of the BidSecurity required is USD 30,000. Late bids will be rejected. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below at September 09, 2010;10:30 hours. 8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in theirbids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are consideredfraud, which can result in ineligibility to be awarded World Bank-financed contracts. A firm and its affiliates who enters intothis contract will not be allowed to take part in subsequent conflicting contracts, e.g. the delivery of the necessary equipmentsystem since part of this contract is the definition of the specifications of such equipment.
