EXPRESSION OF INTREST

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business issue on 2nd March 2008.

Ministry of justice of Islamic Republic of Afghanistan has received Grant from the Afghanistan Reconstruction Trust Fund ( ARTF) administered by International Development Association IDA , World Bank and intends to apply part of the grant proceeds to make payments under the contract for Developing a Justice Sector Wide Capital Investment Plan ( CIP) for Ministry of Justice.

Objectives:
The objective of this tender is to acquire the services of a consultant to develop a Justice Sector-wide Strategic Capital Investment Plan (CIP) that will
• create a process for identifying and analyzing facility requirements in a professional, consistent way; prioritizing capital investments using transparent criteria and decision-making; allowing periodic updates of the CIP to reflect new information; maintaining the integrity of the individual institutions, but coordinating the institutions’ planned actions; and integrating into the overall capital budgetary process of the GIRA
• focus on the functional needs of the “modernized” Judiciary and the office space requirements (prisons, jails, and juvenile rehabilitation facilities are specifically excluded from this plan) of other institutions in the justice sector, such as the Ministry of Justice and the Attorney General’s Office;
• take advantage of best practices in courthouse and justice-related office facilities design in other countries;
• include, as an integral part of all activities, consultation with the users of the facilities: judges, court staff, staff of the MoJ and AGO, attorneys, and citizens, in order to build a strong consensus for the CIP;
• serve as a guide to donors and international organizations for their own bilateral capital investments in the justice sector



The services include;
• Detailed Management Plan
• Architectural and engineering design guidelines and standards for the MoJ and AGO Preparation of Profile of each justice sector facility
• Creation of Database of justice sector facilities
• Criteria for prioritizing capital investment projects
• Preparation of Multi-year capital investment plan, including preliminary (for budgeting purposes) estimates of costs
• Detailed schedules for design and construction of projects identified in the multi-year capital investment plan, including preliminary (for budgeting purposes) estimates of costs

Ministry of justice now invites eligible consultants (consulting firms) to indicate their interest in providing the services. Interested consultants must provide information as below indicating that they are qualified to perform the services;
• Experience in capital investment planning
• Experience in developing design standards and guidelines for complex public building types
• Description of similar assignments
• Experience in similar conditions
• Availability of appropriate skills among staff
• Brochures of the firm
• Knowledge of the Afghanistan construction industry (construction costs, techniques, materials, etc.)
• Knowledge of the Afghanistan legal structure and procedures

Consultants may associate to enhance their qualifications.

The consultant will be selected in accordance with procedure set out in the World Bank’s Guideline: selection and employment of consultant by World Bank Borrowers may 2004, revised October 2006, and revised May 2010.

Expression of Interest must be delivered to the address below by 15th August 2010 at 15:00 local time.
