1. The Republic of Uzbekistan has received a loan from the Asian Development Bank ("ADB") towards the cost of "Surkhandarya Water Supply and Sanitation Project", and it is intended to apply part of the proceeds of this loan for payments under the contract named above.
2. Uzbek Communal Services Agency (UCSA) now invites sealed Bids from the eligible Bidders for Construction of Water Supply and Sanitation Systems in d/c "Djarkurgan" of Djarkurgan district of Surkhandarya province ("the Works").
3. Only eligible Bidders with the following key qualification should participate in the bidding:
- Bidders should possess experience in construction in the role of contractor or subcontractor or management contractor;
- Bidders should have participated as contractor, management contractor, or subcontractor, in at least 2 contracts within the last 5 years, each with a value of at least US$1.8 million;
- Bidders should possess experience in construction of water networks from non metal pipes D = 50 - 400 mm, including lining of networks in narrow streets;
- Bidders should possess experience in constructions of buildings and structures of industrial destination (pump station, reservoir both auxiliary buildings and structures);
- Bidders should have minimal average annual construction turnover in the amount of US$ 4.4 million or UZS 7.0 billion;
- Bidders should have qualified technicians;
- Bidders should demonstrate that they have the required key equipment;
- Bidders should have a positive net worth;
- Bidders' pending litigation, if any, shall not represent more than 50% of their net worth;
- Bidders must have adequate financial resources to meet the financial requirements of the contract.
Detailed qualifying requirements are stipulated in Section 3: Evaluation and Qualification Criteria of the Bidding Document.
4. International Competitive Bidding will be conducted in accordance with ADB's "Single-Stage: One-Envelope" bidding procedure and is open to all Bidders from eligible source countries.
5. Interested eligible bidders may obtain further information from the office of PMU UCSA or PIU in Termez city at the following address from 09:00 to 18:00 hours.

6. The
Bidding Document, in the English language, may be purchased by interested Bidders upon submission of a written application to the address above and upon payment of a nonrefundable fee of USD 200 for foreign participants and USD 200 converted to Uzbek Soums by official rate of the Central Bank of the Republic of Uzbekistan by the day of purchase of bidding documents for local participants. The method of payment will be direct deposit to the account number indicated below. The document will be given to the person authorized by a power of attorney. For foreign Bidders, the Bidding Document may be sent by express mail or courier. For this purpose, an additional fee of USD 350 shall be paid by the Bidders.

7. Bids must be delivered to the address above at or before 15:00 hours (Tashkent time), 17 August 2010. All bids must be accompanied by a Bid Security in the amount of USD 45,000 or equivalent amount in freely convertible currency. The exchange rate used will be the official exchange rate of the Central Bank of the Republic of Uzbekistan as of the day of issue of Invitation For Bids. Late Bids shall be rejected. Bids will be opened in the presence of the Bidder's representatives who choose to attend at the address above at 15:00 hours (Tashkent time), 17 August 2010.
8. PMU UCSA will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
