The Government of Botswana has receivedfinancing from World Bank andAfrican Development Bank towards the cost of Morupule B Generation and Transmission Project. It hasalso received grant from the African Development Bank to prepare a feasibility study of 200 MW Concentrating Solar Thermal PowerPlant. The Government of Botswana intends to applypart of the proceeds to procure consultancy services to undertake a feasibilitystudy for a bankable 200MW Concentrating Solar Thermal Power Plant.

 

The Government ofBotswana, through Botswana Power Corporation (BPC),has completed a pre-feasibility study for a 200 MW Concentrated SolarThermalPower Plant. The outcome of the study confirms that indeed Botswana is receiving enough solar irradiation that can be harnessed togenerate electricity through concentrating solar power technology. Furthermore, five suitable sites being Selebi Phikwe, Maun,Letlhakeng, Serowe and Jwaneng have been identified as being potential sites with DNI annual sum of 2359, 2298, 2396, 2432 and 2745kWh/m²/annum respectively.   Parabolic troughs were the recommended concentrating solarthermal power technology among others.

 

The objective of thisassignment is to undertake a feasibility study for a bankable 200MW Concentrating Solar Thermal Power Plant. The scope of work willinclude:

 

  1. Designing a 200MW net thermal power plant;
  2. Elaboration ondiscrete components involved in the power plant from solar fields, instrumentation and control, power block steam cycle andpotential supplementary firing;
  3. Performing a detailed financial and economic analysis. Theanalysis shall consist of calculation for electricity generation costs and sensitivity analysis on the electricity generation costsin relation to CAPEX, OPEX, discounted rate, solar irradiation variance and plant degradation;
  4. Identification ofProject Risks and coming up with appropriate mitigating measures;
  5. Performing a detailed assessment of plant location and designfrom the pre-selected areas referred to in the pre-feasibility study.  

The assignment isexpected to be completed within 12 Months.  

 

Botswana Power Corporation now inviteseligible consultants to indicate their interest in providing the services. Interested consultants must provide informationindicating that they are qualified to perform the services through submission of brochures, description of similar assignments,experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhancetheirqualifications.

 

A consultant will be selected inaccordance with Quality and Cost Based Selection (QCBS) procedures set out in the WorldBank's   Guidelines: Selection andEmployment of Consultants by World Bank Borrowers   published May 2004, revised October 2006 andMay 2010.
