1.    This invitation for bids follows the general procurement notice for this Project that appeared on adb.org in January 2007.

2.   Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Development Sector Project and intends to apply a portion of this loan to eligible payment under this contract for No.CWC 04/2010-Civil Works for Construction of 7.1 kilometer (km) Asphalt Concrete Road in Orbit - Tahilt, Horoo 22, Songinohairhan district, Ulaanbaatar, Mongolia. The bidding is open for all Bidders from eligible source countries of ADB.

3.   The Ministry of Road, Transportation, Construction and Urban Development, Mongolia ("the Employer") invites sealed bids from eligible Bidders for the construction and completion of 7.1 km asphalt concrete road in Orbit - Tahilt, Horoo 22, Songinohairhan district, Ulaanbaatar, Mongolia (the Works). Among others, the following the Works need to be executed:

1. The road must be 7 meter (m) carriageway with 1.50 m wide sidewalks and 0.75 m wide green median on both sides. One meter diameter reinforced concrete culverts in 8 locations and 1.50 m diameter reinforced concrete culverts in 3 locations and 1.50 m x 1.20 m diameter reinforced concrete couple box culverts in 1 location and 2 reinforced concrete bridges.
   
   
2. The road must have traffic signs and markings to comply with the traffic safety requirements, have 28 bus stations and 1 bus terminal-including 29 waiting shelters for passengers. The curbs must have 0.20 m space gap from each other to let running out the surface rainwater. The pavement structure must be 0.03 m asphalt concrete surfacing, 0.08 m bituminous crushed aggregate base, 0.18 m cement stabilized sub-base and 0.20 m sub grade.
   
   
3. The following must be shifted and renewed: 170 m long 0.40 kiloWatt (kW) electricity air lines (18 poles each 10 m in height); and 1500 m long 10 kW electricity air lines (14 poles each 12 m in height). Must construct one new transforming station (KTPN-100 kW).
   
   
4. 209 streetlights must be installed along single side of the road and total length of electricity wire (cable type-SIP2A) is 10,200 m.
   
   
5. The following must be shifted and renewed: 300 m long telecommunication lines.

4.   Only eligible Bidders with the following key qualifications should participate in this bidding:

• Audited balance sheets and income statements or, if not required by the law of the applicant's country, other financial statements acceptable to the Employer, for the last 3 (three) years must demonstrate the current soundness of the bidder's financial position. As a minimum, a Bidder's net worth, calculated as the difference between total assets and total liabilities should be positive.
• Must have a minimum average annual construction turnover of US$ 4,260,000 calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years;
• Must demonstrate that it has a minimum cash flow requirement equal or more than US$1,000,000;
• Must demonstrate that it has an experience under road construction contracts in the role of sub contractor or management contractor for at least the last 3 (three) years prior to the bid submission deadline.
• Must demonstrate that it has a participation as contractor, management contractor, or subcontractor, in at least 2 (two) contract within the last 5 (five) years, each with a value of at least US$3,500,000 that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6, Works Requirements.
• For the above or other contracts executed during the period stipulated in above, a minimum construction experience in the following key activities:
  1. 12,000 m³ Rock Excavation has been done within three months;
  2. 12,500 m³ Sub-base and base course has been placed within three months;
  3. 2,000 m³ Asphalt Concrete surface has been placed within three months;
  4. 600 m³ Structural Concrete in bridges and drainage structure has been done within three months;
  5. Has completed at least two works related to street lighting and engineering facilities
• Must demonstrate that it's pending litigation not represent more than fifty (50) percent of its net worth;
• The project manager must have at least 13 years of working experience in general and 8 years working experience in similar works;
• The project team must consist of material engineer, bridge engineer, highway engineer, survey engineer and electric engineer. Details pertaining to the required number of years of experience of these personnel are given in Section 3: Evaluation and Qualification Criteria of the Bidding Document;
• Must have key equipment which meets the requirement of the Works, either of its own or rented. List of required key equipment is given in Section 3: Evaluation and Qualification Criteria of the Bidding Document.

5.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure.

8.   Deliver your bid:

• to the address given above;
• on or before the deadline at 11:00 a.m Ulaanbaatar time (GMT+8) on 17 August 2010, Tuesday and together with bid security in an amount of not less than 2% (two percent) of its bid price or an equivalent amount in a freely convertible currency in the form of a certified check, letter of credit, or guarantee from a reputable bank. For purposes of determining the equivalent amount of the bid security in other freely convertible currency, the selling exchange rates published by the Bank of Mongolia (Central Bank) on the date 28 days prior to the deadline for the submission shall be applied.
• Bids will be opened immediately after the deadline at 12:00 noon Ulaanbaatar time (GMT+8) on 17 August 2010, Tuesday in the presence of bidders' representatives who choose to attend.

9.   The Employer will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
