1.    This invitation for bids follows the general procurement notice for this Project that appeared on adb.org in January 2007.

2.    Mongolia has received a loan from the Asian Development Bank (ADB) towards the cost of the Urban Development Sector Project and intends to apply a portion of this loan to eligible payment under this contract for No. CWC 03/2010-Civil Works for Construction of 4.1 kilometers (km) asphalt concrete road in Baruunsalaa, Horoo 7, 9 and 24, Songinohairhan District, Ulaanbaatar, Mongolia. The bidding is open for all Bidders from eligible source countries of ADB.

3.   The Ministry of Road, Transportation, Construction and Urban Development, Mongolia (the Employer) invites sealed bids from eligible Bidders for the construction and completion of 4.1 km asphalt concrete road of 4.1 km Asphalt Concrete Road in Baruunsalaa, Horoo 7, 9 and 24, Songinohairhan District, Ulaanbaatar, Mongolia (The Works). Among others, the following Works need to be executed:

  1. The road must be 7 meter (m) carriageway with 1.50 m wide sidewalks and 0.75 m wide green median at both sides; 1 m diameter reinforced concrete culverts in 4 locations; 1 m diameter reinforced concrete 3 pair box culverts in 1 location; and 2 reinforced concrete bridges.

  2. The road must have traffic signs and markings to comply with the traffic safety requirements, have 12 bus stops and 1 bus station including, 13 waiting shelters for passengers. The curbs must have 0.20 m space from each other to let running out the surface rainwater. The pavement structure must be 0.03 m asphalt concrete surfacing; 0.08 m bituminous crushed aggregate base; 0.18 m cement stabilized sub-base; and 0.20 m sub grade.

  3. The following must be shifted and renewed: 560 m long 0.40 kilowatts (kW) electricity air lines (31 poles each 10 m in height); and 1,270 m long 10 kW electricity air lines (28 poles each 12 m in height).

  4. 133 streetlights must be installed along single side of the road and total length of electricity wire (cable type-SIP2A) is 6,030 m.

  5. The following must be shifted and renewed: 220 m long telecommunication lines.

4.   Only eligible Bidders with the following key qualifications should participate in this bidding:

  • Submission of audited balance sheets and income statements or, if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last 3 (three) years to demonstrate the current soundness of the bidder's financial position. As a minimum, a Bidder's net worth calculated as the difference between total assets and total liabilities should be positive.
  • Must have a minimum average annual construction turnover of US$ 2,000,000 calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years.
  • Must demonstrate that it has a minimum cash flow requirement US$600,000;
  • Must demonstrate that it has an experience under road construction contracts in the role of sub contractor or management contractor for at least the last 3 (three) years prior to the bid submission deadline.
  • Must have participated as contractor, management contractor, or subcontractor, in at least 1 (one) contract within the last 5 (five) years, with a value of at least US$2,000,000 that have been successfully or are substantially completed and that are similar to the proposed works. The similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section 6, Works Requirements.
  • For the above or other contracts executed during the period stipulated in above, a minimum road construction experience in the following key activities:
    1. 8,000 m3 Rock Excavation has been done within three months;
    2. 7,500 m3 Sub-base and base course has been placed within five months;
    3. 3,000 m3 Asphalt Concrete surface has been placed within two month;
    4. 600 m3 Structural Concrete in bridges and drainage structure has been done within three months; and
    5. Has completed at least two works related to street lighting and engineering facilities.
  • If a Bidder has pending litigation, its pending litigation shall, in total, not represent more than fifty (50) percent of its net worth;
  • The project manager must have at least 8 years of working experience in general and 4 years of working experience in similar works;
  • The project team must consist of material engineer, bridge engineer, highway engineer, survey engineer and electric engineer. Details pertaining to the required number of years of experience of these personnel are given in Section 3: Evaluation and Qualification Criteria of the Bidding Document;
  • Must have key equipment which meets the requirement of the Works, either of its own or rented. List of required key equipment is given in Section 3: Evaluation and Qualification Criteria of the Bidding Document.

purchase the bidding documents in English, eligible bidders should:

  • write to the address above requesting the bidding documents for CWC 03/2010 - Civil Works for Construction of 4.1 km Asphalt Concrete Road in Baruunsalaa, Horoo 7, 9, and 24, Songinohairhan District, Ulaanbaatar, Mongolia;

7.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure.

8.   Deliver your bid:

  • to the address above;
  • on or before the deadline at 11:00 a.m Ulaanbaatar time (GMT+8) on 17 August 2010, Tuesday
  • together with bid security in an amount of not less than 2% (two percent) of its bid price or an equivalent amount in a freely convertible currency in the form of a certified check, letter of credit, or guarantee from a reputable bank. For purposes of determining the equivalent amount of the bid security in other freely convertible currency, the selling exchange rates published by the Bank of Mongolia (Central Bank) on the date 28 days prior to the deadline for the submission shall be applied.

      Bids will be opened immediately after the deadline at 12:00 noon Ulaanbaatar time (GMT+8) on 17 August 2010, Tuesday in the presence of bidders' representatives who choose to attend.
