REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT SERVICES International consultancy: On public-private partnership in the Higher Education. ref.MoES/CS/IC/011/2010 Republic of Albania Education Excellence and Equity Project CONSULTING SERVICES Credit No.: 4180ALB Project ID No.:P078933 Expressions of interest The Republic of Albania has received financing from the World Bank, the European Investment Bank and the Council of Europe Development Banktoward the cost of the Education Excellence and EquityProject, and intends to apply part of the proceeds for consultant services.The services include international consultancy onpublic-private partnership in the Higher Education; providing assistance and capacity building inthe Directorate of Higher Education and Scientific Research (DHESR) and the Department of Private Education Development (DPED) atthe Ministry of Education and Science, to develop effective policies, design Strategic Plans and todraft of normative acts on Public - Private Partnership in the higher education . The services are expected to be completed within 30 workingdays (full-time), from contract signature. The Ministry of Education and Science now invites eligible individualconsultants to indicatetheir interest in providing the services. Interested consultants must provide information indicating that they are qualified toperform the services (brochures, description of similar assignments, experience in similar conditions, etc). The Consultant is expected to have the following qualifications and skills: · To have a university qualification (degree) in education sciences, preferably apost-university qualification/study in PPP in the area of Education. · A minimum of 5 years experience in PPP in the area of Education or PPP projectmanagement in the area of education. - Experience in analyzing situations, drafting of normative acts, strategies and operational(action) plans;
- Very good group working skills and communication skills with other actors of the same studyfield.
A consultant will be selected in accordance with the procedures set out inthe World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 1, 2006 ).
