The Improvement of National Road No. 1B, comprising of two lots. Lot 1: Contract Package No. CW-NR1B-01, Section I from Paknamnoy Km 0+000 to Km 54+000, and Lot 2: Contract Package No. CW-NR1B-02, Section II from Km 54+000 to Ban Yo.

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 1774 of April 23, 2010.

2. The Lao People’s Democratic Republic has received a Grant from the International Development Association toward the cost of the Lao Road Sector Project (LRSP) and it intends to apply part of the proceeds of this grant to payments under the Contract for the Improvement of National Road No. 1B in Phongsaly Province.

3. The Ministry of Public Works and Transport (MPWT) (The Employer) now invites sealed bids from eligible and qualified bidders for the improvement and completion of the Works as follows:
• Bidders may bid for one or both lots. Bid evaluation and contract award will be on a lot-wise basis. To qualify for award of both lots bidder must meet the cumulative qualification criteria for both lots as provided in the bidding document.
• Lot No.1: Contract Package CW-NR1B-01, Section I: from Pak Nam Noy (Km0+000) to Km 54+000 comprising upgrading of approximately 54 km of existing gravel road to 5.5m wide carriageway in DBST with 0.5m unpaved shoulders, but in villages areas the shoulders will be 1.5m wide paved SBST, in district centres and large towns will be 2.5m wide in SBST. The terrain throughout the length of the road is mainly rolling and mountainous. Drainage improvements consist of the construction or the extension pipe and box culverts.
• Lot No.2: Contract Package No. CW-NR1B-02, Section II: from Km 54+000 to Ban Yo (Km107.6) comprising upgrading of approximately 55 km of existing gravel road to 5.5m wide carriageway in DBST with 0.5m unpaved shoulders, but in villages areas the shoulders will be 1.5m wide paved SBST, in district centers and large towns will be 2.5 m wide in SBST. The terrain throughout the length of the road is mainly rolling and mountainous. Drainage improvements consist of the construction or the extension pipe and box culverts.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.5

6. Qualifications requirements include: a list of technical, financial, legal and other requirements. A margin of preference for domestic contractor shall as appropriate be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of US$300 or an equivalent amount in a freely convertible currency. The method of payment will be by cash, bankers order or bank draft or international money order to the address below. The Bidding Documents may be collected by the bidders at the address below or may be sent by courier services if a bidder so requires.

8. Bids must be delivered to the address in paragraph 7 above at or before 14:00hrs (local time) on Tuesday, August 31st, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 14:00hrs on Tuesday, August 31st, 2010 (same date as deadline for bid submission). All bids must be accompanied by a Bid Security of not less than US$110,000 for one contract or an equivalent amount in a freely convertible currency and valid for twenty eight (28) days beyond the validity of the bid.
