1. The Ministry of Energy and Water (MEW) in Afghanistan, has received a Loan from the Asian Development Bank towards the cost of Power Transmission and Distribution Project and it intends to apply the proceeds of this loan to payments under the contract for the Supply and Delivery of MOSS Compliance Vehicles.
2. The Ministry of Energy and Water (MEW), hereinafter referred to as (Purchaser) now invites sealed bids from eligible bidders for the supply and related services of the following goods.

Bidders may bid for one lot, more than one lot, or all three lots.
3. Bidding will be conducted through International Shopping procedure specified in the guidelines for procurement under ADB loans and is open to bidders from eligible member countries of ADB.
4. Interested eligible bidder may obtain further information from the address given below during office hours.

The bidding documents will be available during office hours from 15 July 2010 to 14 August 2010 at 0800 hours to 1600 hours, Saturday to Wednesday.
7. Bids must be accompanied by a bid security of not less than USD 10,000 and must be delivered to the address mentioned above at or before 1:00 p.m. on or before 15 August 2010. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above at 1:30 p.m. on the same date as that of the date for the deadline for bid submission.
8. The Ministry of Energy and Water will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation and delivery of bids.
