Eligibility of Bidders:   i) Bidder should have profitable operation in Years 2008 and 2009. To confirm that, Documentary evidence (audited financial statements) should be submitted showing Bidder’s profitable operation in year 2008 and 2009).
ii) Bidder should demonstrate that it has completed supply (ies) of goods of similar nature as offered in the bid under one or more contracts during last five years and such goods have been in successful use at least for past 1 year. (To confirm that, bidders should submit acceptance certificate issued by a purchaser from a buyer/end user confirming that goods have been supplied and a letter from buyer/end-user confirming that goods have been in successful operation for at least 1 year.
iii) There must be a service organization set up in Georgia equipped, ready and capable of carrying out the Supplier’s service, maintenance, repair spare parts stocking and warranty obligations for particular items as described in Section VI: Schedule of Requirements. In the event that the bidder does not have such an organization in place in Georgia at the time of bidding, the Bidder must contract/establish such organization to become operational in case of contract award

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 585 of June 30, 2002, most recently updated on September 16, 2009
2. Georgia has received a Credit from the International Development Association, toward the cost of Health Sector Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contracts for supply of Medical Equipment, Medical Furniture and Training Equipment for Ambrolauri Hospital and Gori Family Medicine Training Center. IFB No. HSDP/ICB/12; -/13; -/14; -/15; -/16
3. The Georgia Health and Social Projects’ Implementation Center now invites sealed bids from eligible and qualified bidders for supply of Medical Equipment, Medical Furniture and Training Equipment grouped in 5 following lots. Bids are invited for any one, two, three, four or all lots and evaluation will be done lot-by-lot. Discounts offered, if any, for combined lots will NOT be taken into account for bid evaluation.
1) Lot 1 (HSDP/ICB/12) – Radiography Equipment (X-ray, etc)
2) Lot 2 (HSDP/ICB/13) – Laboratory Equipment
3) Lot 3 (HSDP/ICB/14) – Other Medical Equipment
4) Lot 4 (HSDP/ICB/15) – Medical Furniture
5) Lot 5 (HSDP/ICB/16) – Training Equipment

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, Revised October 2006), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Georgia Health and Social Projects’ Implementation Center; Attn Soso Getsadze, info@hpic.ge and inspect the Bidding Documents at the address given below from 10:00 hours– 18:00 local time.

A margin of preference for eligible national suppliers shall not be applied. Additional qualification requirements are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee USD 50 by suppliers abroad or GEL 90 within Georgia. The method of payment will be by bank transfer to the bank account of GHSPIC.

The Bidding Documents are available as printed hard copies and in protected electronic format. Both types of bidding documents can be requested and will be sent by the purchaser. Hard copies of the bidding documents will be sent by Courier Service which is selected and paid by the recipient. The electronic version of the bidding documents can be requested and will be sent via e-mail upon payment of tender fee for hard copy. However, in case of the discrepancy between hard and soft copies of the bidding documents, the provision(s) of the hard copy will prevail. Therefore bidders are recommended to request/collect hard copies of the bidding documents.
8. Bids must be delivered to the address below at or before 16:00 hours (local time) on 10 September, 2010. Electronic bidding will NOT be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 16:00 hours (local time) on 10 September, 2010. All bids must be accompanied by a Bid Security of:
Lot 1: USD 2’100.00 (Two Thousand One Hundred) US Dollars or an equivalent amount in freely convertible currency
Lot 2: USD 1’400.00 (One Thousand Four Hundred) US Dollars or an equivalent amount in freely convertible currency
