Eligibility of Bidders:   The consultant should be a professional qualified analyst/consultant with an advanced degree in public finance, business administration, procurement and business development with demonstrable competencies and work experience in the following areas:
1. At least 7 years of implementing Public Financial Management reforms in developing countries, preferably in the Middle East and/or North Africa (MENA)
2. Certain knowledge of strengthening procurement systems
3. In-depth knowledge and hands-on experience in developing business and procurement strategies for public authorities and agencies
4. A proactive managerial approach and attentive communication skills
5. Experience in conducting meetings and trainings for high government officials and Board of Directors
6. The requisite language is English for verbal and written communication. Arabic language proficiency is a plus

Request for Expressions of Interest or / Invitation for Individual consultant for
Ref: STC-03, HATC Strategy Development (Second Advertisement)

The Government of Yemen has received a grant from the International Development Association (IDA) and intends to use part of the proceeds of this grant to payment under the Public finance Modernization Project contract for consultation work required for The High Authority for Tender Control (HATC).

Objective: The consultant will form contributions to develop a comprehensive strategy and action plan for the newly established authority and its Board of Directors and the technical office to carry on their assigned duties and objectives. The consultant will undertake the following tasks:
i. Elect an appropriate strategic planning approach to study the HATC's current situation, its legal framework, and relations with other ministries, governorates, authorities, and regulatory bodies.
ii. Develop a comprehensive strategy which consists of all but not limited to the components that mentioned in provision 2 of the assignment’s terms of reference (Applicable upon request).
iii. Support the HATC's main duties and objectives that are stated by law.
iv. Provide technical manuals for strategy implementation including necessary Board of Directors or staff training and presentations
v. Provide a timely road map with milestones for strategy implementation.
vi. Review the existing plan for the PMIS execution and its effects on the proposed strategy.
vii. A comprehensive report on current challenges and recommendations for future improvements

Required Qualifications:
The consultant should be a professional qualified analyst/consultant with an advanced degree in public finance, business administration, procurement and business development with demonstrable competencies and work experience in the following areas:

The Public Finance Modernization Project is currently inviting qualified individual consultants to express their interest in undertaking the assignment, which is expected to take 45 working days (August to November of 2010). Interested consultant must provide sufficient information of their qualifications. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines (Selection and Employment of Consultants by World Bank Borrowers, May 2004 -revised October 2006).
