Background

The European Instrument for Democracy and Human Rights

The European Instrument for Democracy and Human Rights" (EIDHR) was adopted by the European Parliament and the Council in December 2006 and entered into force on 1 January 2007. Thanks to this specific instrument, financial support can be given to activities that aim at strengthening democracy and the human rights in the world under the 2007-2013 financial perspectives.
This instrument is designed to help civil society to become an effective force for political reform and defence of human rights. Through its goal, it will complement the new generation of geographical programmes, which will focus on public institution-building.

The 2007-2010 STRATEGY PAPER sets out five world-wide specific EIDHR objectives:

1. Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk;

2. Strengthening the role of civil society in promoting human rights and democratic reform, supporting the peaceful conciliation of group of interest and consolidating political participation and representation;

3. Supporting actions on human rights and democracy issues in areas covered by EU guidelines, including dialogues on human rights, human rights defenders, the death penalty, torture, and children and armed conflicts;

4. Supporting and strengthening the international and regional frameworks for the protection of human rights, justice, the rule of law and the promotion of democracy;

5. Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through election observation.

Objectives of the programme and priority issues

The global objective of this Call for Proposals is to contribute to the promotion and protection of human rights in the Arab Republic of Egypt.

The specific objectives of this call for proposals are to:
- Improve access to Justice– specific area of intervention: legal assistance and sheltering.
- Strengthen the Rule of Law - specific area of intervention: the prevention of torture and ill-treatment.
- Consolidate political participation – specific area of intervention: monitoring of 2011 Presidential Elections.

The specific objectives of this call are:

1. Supporting locally-based initiatives aiming at improving citizens' access to Justice, with special attention to women. Potential areas of intervention with particular interest for the EU would be the provision of direct legal advice/assistance and adequate sheltering.

2. Supporting civil society initiatives to combat the use of torture and ill-treatment. Potential areas of intervention would be the issues conditions/circumstances of pre-detention and detention, awareness-raising of Egypt's national and international commitments, cooperation with relevant international and regional mechanisms, complaints procedures, and private/public detention centres.

3. Supporting locally-based initiative aiming at monitoring the 2011 Presidential Elections. Potential areas of intervention with particular interest for the EU would be pre-electoral awareness raising activities, policy analysis of the electoral process, including its media monitoring; electoral mapping etc.
