1. The Municipality of Recife #Pernambuco - Brasil has received a loan from the International Bank for Reconstruction and Development for the Recife UrbanDevelopment and Social Inclusion, Project # Capibaribe Melhor, and intends to use part of the funds to cover eligible costs underthe Contract for the implantation of social and physicalinfrastructure construction works in two different areas: Lot 01 and Lot 2 situated in specific sites of the both margins of theCapibaribe River. Biddings are open to all bidders from eligible source countries as defined in the Guidelines: Procurement underIBRD Loans and IDA Credits (May 2004).
2. The Municipalityof Recife, through theRecife Urbanization Enterprise # URB invites sealed bids from eligible and qualified bidders for the execution of physicalinfrastructure works for: Execution of civil works, of: Lot 1- Execution of works to Improve the Santana Park, to Rehabilitate theCaiara Park and to Construct the Apipucos Park, in the city of Recife; Lot 2 - Construction of part of the Semi-Perimeter RoadSystem, comprising the subsystems A, B and C with deployment and upgrading of roads and construction of the Semi-Perimeter Bridgein areas near the Rio Capibaribe, in the Municipality of Recife.

4. Firms may present proposals for one or two of the lots described above. The proposals will havea validity period of 90 (ninety) days after the final deadline for the submission of the Proposals, specified in the PublicAnnouncement, and must be complemented with a Bid Security in the value of:
a. For Lot 1:
R$ 618,000.00 (sixhundred and eighteen thousand reais), or
US$335,870.00 (three hundred and thirty-five thousand eight hundred and seventy U.S.dollares) Reference Source: Central Bank of Brazil .
b. For Lot 2:
R$ 1,160,000.00 (onemillion one hundred and sixty thousand reais), or
