Republic of Yemen Ministry of Electricity andEnergy Public Electricity Corporation(PEC) Power Sector Project Project ID (P086865) CONSULTANCY SERVICES FOR CONSTRUCTIONSUPERVISION Request for Expression of Interest (EOI) 1. This request follows the general procurements notice for this project that appeared in the dg Market on May24,2005 (updated on August 2,2006) and in the United Nations Development Business (UNDB) Issue No.656, dated June 31,2005 (updatedon August 4, 2006-on-line and print version Issue No.685, dated August 31,2006). 2. The Republic of Yemen has received financing from the International Development Association towards the costof the Power Sector Project, Credit No.: 4172 and intends to apply part of the proceeds for consultant services. The services include theprovision of comprehensive project and supervision consulting services from the commencement of project construction to the takingover of works. 3. Project Background: The Project consists of the following main investment components: (i) Generation subcomponent: supply and installation of a 270 t/h boiler at AL-Hiswa Power Plant in Aden; (ii) Transmission sub component:strengthening of 132 kV transmission lines and substations mainly in Dhamar#Sana'a#Yarim and Hodeidah areas and (iii) SubTransmission sub component: strengthening of 33/11-kV sub transmissionand distribution network through the country. The investmentwill also include number of technical assistance components for which separateassignments will be sought with others. The selectedconsultant will be required to provide technical support to the Client in all aspects. 4. Whereas the generation, transmission and sub transmission works willbe implemented by the contractors throughSupply and Erection contracts excluding distribution works as goods / equipment are procured separately. Consultant will beresponsible for the construction supervision of all works including design review and approvals. As per International practice, tocertify contractors invoices, progress monitoring/ reporting and works tested before takeover. 5. Project implementation: The generation sub component was awarded April 01st, 2010 and completion expected byDecember 2012, the transmission and sub transmission sub components for Sana'a-Dhamar-Yarim is expected to start by October 2010and for Hodeidah and the sub-transmission by March 2011. 6. The Public Electricity Corporation (PEC) now invites eligible consultants to indicate their interest inproviding their services. Interested consultants must provide information indicating that they are qualified to perform theservices (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills amongstaff, etc.). Consultant may associate to enhance their qualifications. The contract duration is expected to be 41 (forty one)months. 7. A consultant will be selected following Quality- and Cost Based Selection (QCBS) process and in accordancewith the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Edited 2004, revised 2006). It is open to all firms from EligibleCountries as specified in the IDA Guidelines. 8.
